Position Overview:
The City of New York is seeking a highly qualified individual to lead the Office of Environmental and HazMat Services. This role is pivotal in ensuring the effective management of Environmental and HazMat Units, focusing on timely project deliverables and adherence to regulatory standards.

Key Responsibilities:
The Director will be responsible for overseeing all operations within the Environmental and HazMat Units. This includes:

  • Providing strategic guidance to Deputy Directors and Section Chiefs.
  • Administering and optimizing professional services contracts.
  • Preparing and managing capital and operational budgets.
  • Developing and implementing Standard Operating Procedures (SOPs).
  • Monitoring performance metrics and conducting evaluations.
  • Ensuring compliance with mandatory training and licensure requirements.
  • Preparing comprehensive project status reports.
  • Representing the division in inter-agency meetings and citywide environmental incidents.
  • Delivering presentations and offering technical assistance to external agencies.

Qualifications:
Applicants must possess a minimum of six years of substantial experience in construction management on capital projects, with at least eighteen months in a managerial role. A combination of education and experience totaling ten years is required, which may include:

  • Experience in construction inspection on significant capital projects.
  • Journeyperson experience in skilled building construction trades.
  • Relevant educational background in engineering or architecture.
  • Possession of a valid professional engineer or architect license may substitute for some experience.

License Requirements:
Candidates must hold a valid Motor Vehicle Driver License in the State of New York and maintain it throughout their employment.

Preferred Skills:
Ideal candidates will have over ten years of experience in environmental investigations and hazardous materials management. Familiarity with city construction standards and regulations is advantageous. Strong organizational, communication, and supervisory skills are essential.
