Bilingual Project Development Budget Officer

We are seeking a qualified Bilingual Project Development Budget Officer to oversee the financial aspects of program development initiatives. The successful candidate will play a crucial role in managing the budgeting processes, ensuring the effective financial administration of project activities, and conducting various financial analyses. Reporting directly to the Project Finance Manager, this position will work closely with the Program Development Team and the Director of Finance to facilitate seamless budget management.

Key Responsibilities:

  • Assisting in the formulation of annual budgets across all operational cost centers and countries.
  • Supporting the creation of budgets for new project proposals and providing guidance to team members.
  • Conducting financial assessments and generating reports for donors.
  • Ensuring adherence to internal financial controls and regulatory requirements.
  • Facilitating audits and reconciliations as necessary.

Required Qualifications and Skills:

  • Bachelor's degree in Finance, Accounting, or a related discipline.
  • A minimum of four years of experience in cost and project accounting.
  • Familiarity with international development funding bodies and donor compliance.
  • Excellent analytical, communication, and problem-solving abilities.
  • Proficiency in both English and French.
  • Experience in non-profit or international development sectors is preferred.
