The Winnipeg Regional Health Authority is dedicated to the planning and coordination of patient-centered clinical and preventive health services across Manitoba. The organization also provides province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview
  • The Clinical Facility Operations Manager is accountable for the safe and effective delivery of clinical health services and facility management for a designated site or local area within the region in the absence of health services leadership.
  • Reporting to the Executive Director, this role will actively engage in providing leadership to staff to achieve the operational priorities of the service delivery organization (SDO), which include Financial Sustainability, Patient Flow, Patient Experience, Quality/Safety, and Staff Engagement. Responsibilities include:
    • Ensuring effective communication pathways between onsite staff, scheduling, and management.
    • Reassigning staff or coordinating with units/departments to provide care for patients and their families.
    • Fostering interdisciplinary and collaborative relationships to uphold a high standard of patient care through compassionate and respectful service.
    • Making staffing decisions based on sick calls and short-term scheduling needs to maintain safe clinical operations, including collaboration with agencies.
    • Supporting the implementation of change initiatives.
    • Managing emergency situations and supporting staff well-being and communication protocols based on established guidelines.
    • Planning, coordinating, and supervising the work of external contractors as necessary.

NOTE: This position requires onsite presence. Hours will include a mix of evenings and weekends, with opportunities for daytime relief.

Experience
  • A minimum of 3 - 5 years of leadership experience in a patient/resident/client care environment.
Education (Degree/Diploma/Certificate)
  • A post-secondary degree in a relevant health discipline from an accredited institution is required.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
  • Active membership in good standing with an appropriate regulatory body.
Qualifications and Skills
  • Demonstrated leadership capabilities, aligned with the LEADS in a Caring Environment framework adopted by the provincial health system in Manitoba.
Physical Requirements
  • Ability to work safely in a typical office environment with frequent meetings and to lift and carry items up to approximately 10 kg (25 pounds).
  • Must prioritize dedicated time for planning and concentration.
  • Travel to other healthcare facilities within the SDO may be required. A valid Class 5 Manitoba driver's license and access to a personal vehicle is necessary.
