The Nuclear Waste Management Organization (NWMO) is a not-for-profit entity dedicated to the secure, long-term stewardship of Canada's used nuclear fuel within a deep geological repository, ensuring the protection of people and the environment for future generations.

Established in 2002, the NWMO has been supported by a committed team of leading scientists, engineers, and Indigenous Knowledge Holders who are crafting innovative and collaborative approaches to nuclear waste management.

Canada's strategy will only advance in regions with informed and willing participants, where municipalities, First Nations, Métis communities, and other local stakeholders are cooperating to implement it.

The NWMO is currently in the process of selecting a site, with two areas under consideration:

  • The Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario
  • The Saugeen Ojibway Nation-South Bruce area in southern Ontario

Position Title: Technical Specialist in Nuclear Waste Management
Employment Type: Fulltime – One (1) Position Available

Location: Toronto Head Office

Reporting to the Manager of the Used Fuel Packaging Plant and collaborating with a multidisciplinary technical team, the successful candidate will provide expert advice, guidance, and consultation in the domain of used nuclear fuel handling and radioactive waste management.

Specifically, the candidate will engage with a skilled team focused on the design, development, and cost estimation of the Used Fuel Packaging Plant (UFPP), a Class 1B Nuclear Facility, which is designed to repackage 120,000 CANDU fuel bundles annually into specialized containment systems, known as the Engineered Barrier System, for placement in a Deep Geological Repository (DGR) for Canada's used nuclear fuel.

The role encompasses the entire facility life-cycle: site preparation, construction, operations, decommissioning, and closure.

This facility must address numerous challenges associated with used fuel handling, including but not limited to:

  • waste acceptance criteria
  • operations and human factors
  • solid and liquid radioactive waste management

Additionally, the candidate will:

  • Develop and demonstrate automated assembly processes for the manipulation and assembly of radioactive materials.
  • Provide support to architectural/design organizations in developing specifications and equipment designs for used fuel packaging facilities.
  • Collaborate with stakeholders from various engineering disciplines to advance the UFPP design, focusing on functional/performance requirements, operational risk mitigation, and cost-effectiveness.
  • Support regulatory applications by supplying necessary input data and reports.
  • Represent the Engineering Team in regulatory meetings for technical disciplines.

The candidate will lead projects and contracts, participate in the development and issuance of contracting documents (RFPs), and evaluate and select contractors. Responsibilities also include reviewing technical reports and outputs, monitoring and reporting on contractor performance against work plans and schedules.

Furthermore, the candidate will:

  • Manage the preparation and administration of budgets for assigned projects and contracts, including financial activities such as accruals, forecasting, and business planning.
  • Communicate effectively with the Manager and external groups regarding design and project progress.
  • Provide updates and reports to external stakeholders, including regulatory agencies, on design status, work activities, and project status.

It is essential that all work activities and programs comply with applicable regulatory requirements, adhere to relevant codes and standards, align with industry best practices, and meet NWMO's quality and safety standards.

The candidate should stay informed about advancements in radioactive waste management technologies through technical publications, interactions with internal and external experts, and conference presentations.

Finally, the candidate will present findings to technical groups, government authorities, and national waste management organizations.

Qualifications:

  • A minimum of 6 years of relevant technical experience.
  • Knowledge of Canadian nuclear technology and/or CANDU fuel characteristics and integrity.
  • Demonstrated experience in contract management, including the creation of requests for proposals, bid evaluation, ongoing management, and contract closeout.
  • Experience in project management related to used fuel handling, including plan development, resource allocation, schedule tracking, contract management, and problem resolution.
  • Direct experience with system and/or equipment design, fabrication, testing, and operations in radiological environments.
  • Experience in hot-cell design and/or operations is considered an asset.
  • Direct experience in the design, fabrication, inspection, commissioning, and engineering change management processes for nuclear equipment and systems.
  • Experience supporting the construction, operation, and/or decommissioning of nuclear facilities.
  • Familiarity with Class I/IB Nuclear Facility Design Basis, Design Requirements, Design Descriptions, Calculations, and Technical Specifications.
  • Knowledge of Canadian nuclear and international regulatory requirements for Class I/IB Nuclear facilities and experience in developing materials for regulatory submissions.
  • Understanding of radiation protection, security, safeguards, probabilistic safety or risk assessment, emergency response, and nuclear criticality as it relates to Class I/IB nuclear facility operations.
  • Ability to work effectively within a multidisciplinary team and interact with external contractors.
  • Proficiency in reading, analyzing, and interpreting technical specifications, governmental regulations, policies, and technical reports.
  • Excellent communication skills in both oral and written forms, with strong professional presentation abilities.
