Role Overview:
The City of Toronto is seeking a dedicated professional to take on the role of Project Manager in Technology Services. This position is crucial for overseeing and ensuring the successful delivery of technology projects that align with the city’s strategic objectives.

Key Responsibilities:

  • Ensure that all project technical deliverables are completed within the defined scope, quality standards, timelines, and budget, utilizing effective project management methodologies.
  • Lead and manage all phases of the project lifecycle, from initiation through to closure.
  • Develop and oversee detailed project plans, including scope requirements, budgeting, resource allocation, and scheduling, while monitoring progress and managing risks.
  • Facilitate the design and implementation of corporate standards for Information Technology, including project management methodologies and change management processes.
  • Supervise the daily operations of project staff, including work assignment, performance evaluation, and training, to foster a collaborative and high-performing team environment.
  • Prepare and manage project budgets, ensuring financial oversight and compliance with city policies.
  • Engage in the recruitment and training of project staff, ensuring that the team is equipped with the necessary skills and knowledge.
  • Prepare and oversee various formal contractual documents, ensuring compliance with procurement standards.
  • Provide leadership in evaluating and recommending technical solutions and managing vendor relationships.
  • Identify and develop cross-departmental initiatives to enhance efficiency and effectiveness.
  • Negotiate with stakeholders to align project goals and objectives, managing competing priorities.
  • Implement quality assurance procedures and manage consultant contracts to ensure adherence to project specifications.
  • Document and negotiate changes to project scope, timelines, and budgets as necessary.
  • Monitor and report on the progress of consultants and contractors, ensuring alignment with project goals.
  • Adhere to the principles and ethics outlined by the Project Management Institute (PMI) to maintain high standards of project delivery.
  • Promote standardization in project administration and documentation practices.
  • Assess and recommend scalable business and technical solutions that meet organizational requirements.
  • Educate stakeholders on technology trends and the effective use of information management solutions.

Qualifications:
To be considered for this role, candidates should possess:

  • A university degree in Computer Science, Electronic Engineering, or a related field.
  • Project Management Professional (PMP) certification.
  • Extensive experience in Infrastructure and/or System Architecture within a strategic development context.
  • Proven project management experience across various technology facets.
  • Familiarity with Cloud Technologies, including IaaS, PaaS, and SaaS.
  • Knowledge of DevOps tools and methodologies.
  • Experience with Cloud platforms such as AWS, Azure, or GCP.
  • Understanding of Agile, Scrum, and related methodologies.
  • Strong analytical skills, including cash flow analysis and ROI calculations.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a team environment.
