Compensation

The salary range for this position is $88,990 to $127,923. Compensation is determined based on the qualifications and experience of the candidate, along with an internal equity assessment of salaries among staff.

Position Overview

In alignment with the organization's established vision and values, the Senior Manager, Capital Budgeting is tasked with executing, maintaining, and standardizing the financial components of the capital budgeting processes. Key responsibilities include developing and managing systems for data collection and reporting essential for producing capital budgets and securing external funding.

The Senior Manager provides leadership and strategic insights regarding capital risks, budgets, and funding avenues to support the achievement of the mission, goals, and objectives of the Interior Health Authority, consistent with the organization's values. This role involves providing input and recommendations to senior leadership on financial and budgetary matters as they pertain to both strategic initiatives and daily operations.

Key Responsibilities
  • Facilitates the annual capital budget request submission process, ensuring clarity in communication and timelines, accurate analysis and categorization of capital requests, and completeness of prioritization lists.
  • Coordinates the annual capital budget prioritization process, engaging organization-wide leadership and delivering precise, professional reporting and presentations for resource allocation decisions.
  • Develops and sustains complex systems and models to create a balanced multi-year capital budget, optimize diverse funding sources, and generate comprehensive reporting.
  • Prepares annual and ad-hoc funding requests and other reports for external funding partners.
  • Monitors the capital budget by tracking funding pressures, recommending funding sources, and coordinating necessary approvals.
  • Maintains capital budget systems, offers user training, and facilitates technical updates.
  • Ensures alignment of capital budget systems and schedules with accounting and operational requirements.
  • Conducts account reconciliations and analyzes variances to identify and rectify errors.
  • Develops and maintains policies and processes related to capital budgeting, funding allocation, and reporting.
  • Oversees processes that establish organizational priorities and allocate resources for capital projects, tracking related operational cost impacts.
  • Acts as a liaison with operational managers, providing guidance on capital funding inquiries.
  • Offers advice and support to senior leadership, including the Director of Capital Budgets and Planning.
  • Mentors team members, providing day-to-day direction and contributing to staffing decisions.
  • Adheres to all Occupational Health and Safety policies and procedures, reporting any identified hazards or unsafe conditions immediately.
  • Performs other related duties as assigned.
