The salary range for this role is $88,990 to $127,923. Interior Health determines salaries within this range based on the applicant's qualifications, experience, and an internal equity assessment of current employee salaries.
Position Overview
In alignment with the established vision and values of the organization, the Senior Manager, Capital Budgeting is tasked with executing, sustaining, and standardizing the financial components of Interior Health's capital budgeting processes. Key responsibilities include developing and managing systems for data collection and reporting essential for capital budgets and securing external funding.
The Senior Manager offers leadership and strategic counsel regarding capital risks, budgets, and funding sources to support the achievement of Interior Health's mission, goals, and objectives, in line with the organization's values. This role provides insights and recommendations to the Director of Capital Budgets and Planning, Business Operations, Capital Accounting, and the Executive Director of Capital Finance & Controller on financial and budgetary matters that impact both strategic direction and daily operations across the organization.
Key Responsibilities
- Facilitates the annual capital budget request submission process by ensuring clear communication and timelines, accurately analyzing and categorizing capital requests, collecting budget pricing, and finalizing prioritization lists.
- Coordinates the annual capital budget prioritization process, engaging organization-wide leadership and delivering precise, complete, and professional reports and presentations for decision-making regarding resource allocation.
- Develops and maintains intricate systems and models to prepare a balanced multi-year capital budget, optimize various funding sources, and generate comprehensive reporting.
- Prepares annual and out-of-cycle funding requests along with other reports for the Ministry of Health and external funding partners, including Regional Hospital Districts, Foundations, and other contributors.
- Monitors the capital budget by tracking funding pressures, recommending funding sources, and managing approvals.
- Maintains capital budget systems, provides user training, and facilitates necessary technical updates.
- Ensures alignment of Capital Budget systems and schedules with Capital Accounting, Business Operations, and Ministry of Health requirements.
- Conducts account reconciliations and analyzes variances and trends to identify and rectify errors.
- Develops and maintains policies, principles, and processes related to capital budgeting, funding allocation, and reporting.
- Oversees processes that establish organizational priorities and allocate resources toward delivering those priorities from a capital perspective, while identifying and tracking related operating cost impacts.
- Acts as a liaison with Business Operations and Operational Managers, providing guidance and advice on capital funding inquiries.
- Offers advice and guidance to the Director of Capital Budgets and Planning, Executive Director of Capital Finance & Controller, VP and CFO, and Financial Services leadership team, including Business Operations, Capital Accounting, and Accounting teams.
- Mentors team members, providing day-to-day work direction to the Capital Budget Analyst, and contributes to the hiring, discipline, and termination processes for staff.
- In accordance with IH's Occupational Health & Safety Program, employees must adhere to all Occupational Health and Safety policies and procedures and attend all required training. Employees are responsible for reporting any identified hazards, unsafe conditions, or incidents to their manager or supervisor immediately.
