Position Overview
In alignment with the organization’s vision and values, the Senior Manager, Capital Budgeting is tasked with executing, maintaining, and standardizing the financial components of the capital budgeting processes at Interior Health. Key responsibilities encompass the establishment and management of systems for data collection and reporting essential for producing capital budgets and securing external funding.
The Senior Manager provides strategic leadership and advice regarding capital risks, budgets, and funding sources to support the mission, goals, and objectives of Interior Health, in line with the organization's values. This role includes offering insights and recommendations to the Director of Capital Budgets and Planning, Business Operations, Capital Accounting, and the Executive Director of Capital Finance & Controller on financial and budgetary matters affecting both strategic direction and daily operations.
Key Responsibilities
- Facilitates the annual capital budget request submission process, ensuring clear communication and timelines, accurate analysis and categorization of capital requests, and completeness of prioritization lists.
- Coordinates the annual capital budget prioritization process, engaging organization-wide leadership and providing thorough, professional reporting and presentations for resource allocation decisions.
- Develops and sustains complex systems and models to create a balanced multi-year capital budget, optimize various funding sources, and generate necessary reporting.
- Prepares annual and out-of-cycle funding requests and reports for the Ministry of Health and other external funding partners.
- Monitors the capital budget by tracking funding pressures, recommending funding sources, and managing approvals.
- Maintains capital budget systems, provides user training, and facilitates technical updates.
- Ensures alignment of Capital Budget systems and schedules with Capital Accounting, Business Operations, and Ministry of Health requirements.
- Conducts account reconciliations and analyzes variances and trends to identify and rectify errors.
- Develops and maintains policies, principles, and processes related to capital budgeting, funding allocation, and reporting.
- Oversees processes that establish organizational priorities and allocate resources from a capital perspective, tracking related operating cost impacts.
- Acts as a liaison with Business Operations and Operational Managers, offering guidance on capital funding inquiries.
- Provides strategic advice to the Director of Capital Budgets and Planning, Executive Director of Capital Finance & Controller, and the Financial Services leadership team.
- Mentors team members, offering day-to-day work direction to the Capital Budget Analyst and contributing to staffing decisions.
- Adheres to all Occupational Health and Safety policies and procedures, reporting any identified hazards or unsafe conditions to management.
- Performs additional related duties as assigned.
