Position Overview

The First Nations Financial Management Board (FMB) is a national institution established under the First Nations Fiscal Management Act (FMA). The FMB aids First Nations in achieving social and economic prosperity by fostering robust governance and financial management frameworks.

Reporting to the Senior Manager of FMS Support Services, the Human Resources Specialist provides tailored HR assistance to selected First Nation clients across Canada, utilizing both remote and in-person support methods.


Key Responsibilities

  • Establishes and nurtures relationships with designated clients that have an approved Financial Administration Law (FAL) to foster trust and encourage the implementation of their FAL, ultimately aiming for FMS certification;
  • Collaborates with First Nation clients to conduct assessments of FMS Support Services needs and identifies potential remote accounting and training opportunities;
  • Facilitates First Nation FAL clients in achieving FMS certification by empowering, motivating, and educating them.

Human Resource Support Services

  • In partnership with the Senior Manager of FMS Support Services, formulates a comprehensive Human Resources procedures manual and readiness assessment focused on client service delivery;
  • Works alongside First Nation clients and the Senior Manager to create a Human Resource support service schedule based on priorities identified in the readiness assessment;
  • Ensures that the Human Resource Support Services provided to clients comply with the stipulations of the client's Financial Administration Law;
  • Assists First Nation clients with remote or in-person Human Resources support as outlined in the readiness assessment.

Performance Management

  • Guides First Nation clients in developing and maintaining an effective performance management system;
  • Supports clients in ensuring timely and efficient performance management processes;
  • Provides assistance in developing, implementing, and sustaining employee succession planning and development initiatives.

Job Design

  • Creates a database of job descriptions that reflect common employment positions within First Nation administrations;
  • Assists clients in crafting job descriptions for new roles while updating existing descriptions as requested;
  • Facilitates the implementation process for updated job descriptions.

Information Management

  • Collaborates with First Nation clients to develop and implement processes for creating and collecting Human Resource Management records;
  • Works with clients to establish systems for organizing and classifying Human Resource Management records;
  • Assists clients in maintaining, protecting, and preserving Human Resource Management records;
  • Develops processes for the retention and disposition of Human Resource records.

General Human Resource Management Support Services

  • Supports clients in formulating a Human Resource Strategy if identified in the client's readiness assessment;
  • Assists in the development and implementation of standardized Human Resource management templates, including:
    • Leave request forms (Sick, Vacation, Special leaves)
    • Annual Workplan template
    • Mid-year performance management template
    • Yearly performance management template
    • Any other necessary templates
  • Facilitates the change management process associated with transitioning to a Human Resource Enterprise Resource Planning System (ERP).

Training and Capacity Development

  • In collaboration with the Senior Manager, develops a training plan based on insights from the initial needs assessment;
  • Delivers training and capacity development in areas such as:
    • General Human Resource Management
    • Information Management and Recordkeeping
    • Job Design
    • Performance management

The Human Resource Specialist undertakes additional tasks as assigned by the management team of FMS Support Services.


Qualifications

  • Post-secondary degree in Business Administration or related HR education preferred;
  • CPHR designation preferred;
  • Minimum of 5 years of experience in a Human Resource role; managerial experience is an asset;
  • Strong understanding and practical experience with HR Information Systems;
  • Experience in developing strategic HR plans;
  • Excellent communication skills that foster open and positive exchanges;
  • Strong listening abilities;
  • Proven capability to build collaborative relationships at all organizational levels and influence decisions;
  • Ability to handle confidential matters with tact and diplomacy;
  • Confidence in taking ownership of actions and decisions;
  • Ability to manage upward relationships effectively;
  • Proactive in identifying and analyzing workplace issues and implementing solutions;
  • Demonstrated capacity to manage multiple priorities efficiently;
  • Exceptional relationship-building skills;
  • Strong organizational skills with meticulous attention to detail;
  • Sound judgment to provide direction and advice on various HR issues;
  • Knowledge of employment laws and general HR policies;
  • Proficient in Microsoft Suite and Adobe Products;
  • Experience working with Indigenous Governments and communities is a significant asset;
  • Excellent communicator with strong command of English; proficiency in French is an asset.

Equivalent or relevant education and/or experience may be considered.
