Position Overview

The First Nations Financial Management Board (FMB) is a national institution established under the First Nations Fiscal Management Act (FMA). The FMB aids First Nations in achieving social and economic prosperity by fostering robust governance and financial management frameworks.

Reporting to the Senior Manager of FMS Support Services, the Human Resources Consultant provides tailored HR assistance to selected First Nation clients across Canada through both remote and in-person engagements.


Key Responsibilities

  • Builds strong relationships with assigned clients who have an approved Financial Administration Law (FAL) to foster trust and facilitate the implementation of their FAL, ultimately preparing for FMS certification;
  • Collaborates with First Nation clients to conduct a needs assessment for FMS Support Services and identifies opportunities for remote accounting and training;
  • Guides First Nation FAL clients towards achieving FMS certification by facilitating, empowering, motivating, and educating them.

Human Resource Support Services

  • In partnership with the Senior Manager of FMS Support Services, develops a comprehensive Human Resources procedures manual and readiness assessment focused on client service delivery;
  • Works with First Nation clients and the Senior Manager to create a Human Resource support service schedule based on priorities identified in the readiness assessment;
  • Ensures that the Human Resource Support Services provided align with the terms of the client's Financial Administration Law;
  • Offers remote or in-person Human Resources support as outlined in the readiness assessment.

Performance Management

  • Assists First Nation clients in establishing and maintaining an effective performance management system;
  • Supports clients in ensuring timely and efficient performance management processes;
  • Provides guidance on developing, implementing, and sustaining employee succession planning and development initiatives.

Job Design

  • Creates a database of job descriptions for common employment positions within First Nation administrations;
  • Assists clients in drafting job descriptions for new roles and updating existing ones as needed;
  • Facilitates the implementation process for updated job descriptions.

Information Management

  • Collaborates with First Nation clients to develop and implement processes for creating and managing Human Resource Management records;
  • Assists in organizing and classifying Human Resource Management records;
  • Helps maintain, protect, and preserve Human Resource Management records;
  • Supports clients in establishing record retention and disposition processes.

General Human Resource Management Support Services

  • Assists clients in formulating a Human Resource Strategy as identified in their readiness assessment;
  • Facilitates the development and implementation of standardized Human Resource management templates, including:
    • Leave request forms (Sick, Vacation, Special leaves)
    • Annual Workplan template
    • Mid-year performance management template
    • Yearly performance management template
    • Additional templates as required
  • Supports the change management process related to transitioning to a Human Resource Enterprise Resource Planning System (ERP).

Training and Capacity Development

  • In collaboration with the Senior Manager, develops a training plan based on the initial needs assessment;
  • Delivers training and capacity development sessions, including but not limited to:
    • General Human Resource Management training;
    • Information Management and Recordkeeping training;
    • Job Design training;
    • Performance management training and support.

The Human Resources Consultant may undertake additional tasks as assigned by the management team of FMS Support Services.


Qualifications

  • Post-secondary degree in Business Administration or related HR field preferred;
  • CPHR designation is an asset;
  • A minimum of 5 years of experience in a Human Resource role; managerial experience is beneficial;
  • Strong knowledge and practical experience with HR Information Systems;
  • Experience in developing strategic HR initiatives;
  • Effective communication skills that promote open dialogue;
  • Strong listening abilities;
  • Proven capability to build collaborative relationships and influence decisions;
  • Ability to handle sensitive matters with tact and discretion;
  • Confidence in taking ownership of responsibilities;
  • Skillful in managing relationships effectively;
  • Proactive in identifying workplace issues and crafting solutions;
  • Ability to manage multiple priorities efficiently;
  • Exceptional relationship-building capabilities;
  • Strong organizational skills with meticulous attention to detail;
  • Sound judgment to provide guidance on various HR matters;
  • Knowledge of employment laws and HR policies;
  • Proficient in Microsoft Suite and Adobe Products;
  • Experience working with Indigenous Governments and communities is highly valued;
  • Excellent verbal and written communication skills in English; proficiency in French is an asset.

Equivalent or relevant education and/or experience may be considered.
