Position Overview:
As a pivotal member of our team at Foilcon, you will take charge of managing large-scale, intricate, and high-stakes Information and Information Technology (I&IT) projects. Your role will be essential in ensuring that all project outcomes align with the business needs of our clients, delivered within established timelines, scope, and budget constraints, while emphasizing cost efficiency and compliance with organizational project management standards.

Key Responsibilities:
· Lead project management efforts for complex I&IT initiatives, ensuring alignment with the Ministry of Indigenous Affairs and First Nations Economic Reconciliation (IAFNER).
· Guarantee that project outputs fulfill client expectations, maintaining a strong focus on cost-effectiveness and adherence to project management methodologies.
· Foster effective communication with various stakeholders and Ministry branches, employing diplomacy and tact.
· Drive business process transformations through structured methodologies to ensure both project and Ministry success.
· Create procurement documentation such as Requests for Services (RFS), Statements of Work (SOW), and necessary approvals.
· Oversee vendor deliverables, ensuring effective management and oversight to achieve project success.
· Plan and guide project deliverables utilizing Agile and Digital methodologies.

Essential Skills:
· Spearhead organizational development, strategic planning, and funding requests.
· Collect and articulate requirements to maintain a comprehensive project schedule and integrated plan.
· Monitor and forecast project expenditures, providing essential reporting to meet financial targets.
· Demonstrate experience in managing project timelines, deliverables, and scope.
· Advocate for best practices in I&IT project management and ensure compliance with established methodologies.
· Coordinate and supervise project processes, developing and communicating guidelines effectively.
· Recruit and onboard team members across various disciplines, clarifying roles and setting performance expectations.
· Resolve conflicts and negotiate resource changes, ensuring knowledge sharing among team members.
· Develop and manage intricate project budgets, ensuring fiscal accountability and control.
· Proactively identify potential risks and issues, implementing strategies to mitigate them.
· Articulate and prioritize project challenges at senior executive levels, recommending solutions.
· Establish and engage in steering committees and stakeholder forums, providing comprehensive reporting to senior executives.
· Employ strategies to facilitate change and promote adherence to I&IT standards throughout all project phases.

Desirable Qualifications:
· Familiarity with the Project Management Institute's Body of Knowledge and Information Management principles.
· Understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related standards.
· Experience in software, hardware, and technology resource acquisition recommendations.
· Proven ability to manage project monitoring, troubleshoot issues, and enhance project effectiveness.
· Strong skills in managing client relationships and expectations.

Evaluation Criteria:
Project Management Expertise – 25%
· Formal training or certification in project management methodologies such as PMP, Scrum, or Agile.

· Proven track record in managing digital initiatives from inception to launch.
· Experience in negotiating project scope, timelines, and costs.

· Ability to collaborate and build relationships with multidisciplinary stakeholders.
· Skills in developing IT partnerships and ensuring alignment with business objectives.
· Proficient in negotiation and conflict resolution.
Leadership and Change Management Experience – 25%
· Experience managing stakeholder expectations and clarifying project requirements.
· Ability to produce presentations and reports for varied audiences.
· Proven success in team-building and stakeholder management.
Procurement and Vendor Management Experience – 20%
· Knowledge in developing procurement documents and managing vendor teams.
· Ability to influence vendor performance for timely and quality deliverables.
Public Sector IT Experience – 5%
· Experience leading projects within municipal, provincial, or federal government contexts.
