POSITION OVERVIEW

Reporting to the Associate Vice President, BC Builds, the Director of Provincial Partnerships in Housing Development is tasked with advocating for BC Builds' involvement in the establishment of new rental and ownership housing aimed at middle-income families. This role involves engaging with developers, industry stakeholders, housing organizations, and government representatives throughout the province, while also facilitating the submission of a range of project proposals.

This position leads a team of skilled professionals, orchestrates the presentation of project recommendations to various committees and decision-makers, assesses and approves final project designs, construction specifications, cost estimates, and timelines, ensuring the effective execution of projects. The Director identifies potential partnership opportunities involving privately owned assets and navigates sensitive negotiations to obtain governmental approvals for rezoning and subdivision in collaboration with municipalities.

CANDIDATE PROFILE

The ideal candidate will possess the following qualifications:

EDUCATION & EXPERIENCE:

  • A Bachelor's degree in urban land economics, business administration, real estate development, or a related discipline.
  • Significant project management experience in the development of multi-unit residential housing and mixed-use projects within the non-profit sector and private market.
  • Alternatively, an equivalent combination of education, training, and experience acceptable to the Employer.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • In-depth knowledge of rental, ownership, and housing program implementation, along with project planning, development, and construction of multi-unit residential properties, as well as the philosophies, practices, models, and frameworks related to project management.
  • Exceptional consultative, facilitation, consensus-building, problem-solving, conflict resolution, and negotiation skills.
  • Strong financial analysis, planning, monitoring, and reporting capabilities.
  • Outstanding communication, presentation, and interpersonal skills.
  • Ability to analyze, assess, and synthesize complex data and information to identify risks, develop options, and produce business cases and reports for executive committees and relevant approving authorities.
  • Capability to learn and comprehend BC Builds' and BC Housing's mandates, programs, and policies.
  • Ability to implement innovative methods and models in delivering rental, ownership, and housing programs that align with the BC Builds mandate.
  • Proficiency in establishing rapport with senior management, executives, government officials, market and industry housing partners, and other relevant stakeholders and funding partners.
  • Judgment in presenting issues and providing leadership, direction, and influence in facilitating appropriate actions.
  • Ability to develop and analyze capital and operating budget pro-formas for multi-unit residential real estate.
  • Skill in driving, coaching, and motivating staff within a team environment.
  • Experience working in a multi-disciplinary team setting on complex housing projects involving multiple funding, land, and development partners.
  • Ability to manage multiple issues and projects simultaneously, coordinate work with others, and adapt to shifting priorities.
  • Effective communication and relationship-building skills with housing sector participants, the construction industry, and other government agencies.
  • Competence in analyzing and resolving issues and making informed decisions.
  • A Criminal Record Check is required.
