POSITION OVERVIEW
Reporting to the Associate Vice President, BC Builds, the Director of Provincial Partnerships in Housing Development is tasked with enhancing BC Builds' influence in the establishment of new rental and ownership housing solutions for middle-income families. This role involves engaging with developers, industry stakeholders, housing organizations, and government representatives throughout the province to facilitate the submission and delivery of a diverse range of project proposals.
The incumbent will lead a team of professionals, oversee the presentation of project recommendations to various committees, assess and authorize final project designs, construction specifications, cost estimates, and timelines, ensuring effective project delivery. The position is also responsible for identifying partnership opportunities with privately owned assets and leading negotiations to secure governmental approvals for rezoning and subdivision in collaboration with municipalities.
CANDIDATE PROFILE
The ideal candidate will possess the following qualifications:
EDUCATION & EXPERIENCE:
- A Bachelor's degree in urban land economics, business administration, real estate development, or a related discipline.
- Significant project management experience in the development of multi-unit residential housing and mixed-use projects within the non-profit and private sectors.
- Or an equivalent combination of education, training, and experience acceptable to the Employer.
KNOWLEDGE, SKILLS, AND ABILITIES:
- In-depth knowledge of rental, ownership, and housing program implementation, project planning, development, and construction of multi-unit residential housing, along with the associated project management philosophies and practices.
- Strong consultative, facilitation, consensus-building, problem-solving, conflict resolution, and negotiation capabilities.
- Proficient in financial analysis, planning, monitoring, and reporting.
- Exceptional communication, presentation, and interpersonal skills.
- Ability to analyze complex data and information to identify risks, develop alternatives, and prepare business cases and reports for executive review.
- Capacity to understand BC Builds' and BC Housing's mandates, programs, and policies.
- Innovative mindset in delivering rental, ownership, and housing programs aligned with BC Builds' objectives.
- Ability to build strong relationships with senior management, executives, government officials, housing partners, and other stakeholders.
- Judgment in presenting issues and providing leadership and direction to facilitate effective actions.
- Competence in developing and analyzing capital and operating budget pro-formas for multi-unit residential real estate.
- Ability to inspire, coach, and lead staff within a team environment.
- Experience working in multi-disciplinary teams on complex housing projects involving various funding and development partners.
- Skill in managing multiple projects and issues simultaneously while adapting to changing priorities.
- Effective communication and relationship-building with housing sector participants, the construction industry, and other governmental agencies.
- Strong analytical and decision-making abilities.
- A Criminal Record Check is required.
