Edmonton, Canada Government of Alberta Full time

**Job Information**:
Job Requisition ID: 45011

Ministry: Infrastructure

Location: Edmonton

Full or Part-Time: Full Time

Hours of Work: 36.25 hours per week

Regular/Temporary: Regular

Scope: Open Competition

Closing Date: July 28, 2023

Classification: Technologies 6

**About Us**:
We believe in building careers and providing opportunities to develop within the organization. We also provide our staff with a work-life balance including reasonable hours of work and support for wellness at work with a series of activities over the lunch break and after office hours. In short, we provide staff with the tools and support they need to excel. Working together we will promote the Alberta Public Service Values of Respect, Integrity, Accountability and Excellence.

**Role**:
This Facilities Coordinator coordinates the day-to-day management of the operating agreement for the Swan Hills Waste Treatment Centre. The work includes aspects of contract and project management, financial reviews and forecasting, planning, reporting as well as systems and critical thinking. Completion of the work will enable the safe and efficient running of the Swan Hills Waste Treatment Centre as well as its operating contract through to the end of the federally mandated disposal period and beyond.

The Swan Hills Waste Treatment Centre has safely disposed of hazardous waste for over 30 years. The site and the operating team have adapted, changed and grown over time. There is extensive documentation of this. Gaining an in-depth knowledge of past operation will enable the Facilities Coordinator to be fully informed and best placed to develop plans for future operation. Essential to future operations are the development of a new operating agreement, a consultant investigation to suggest possible alternative waste streams and the provision of support to other departments in the quest to obtain federal funding.

An in depth technological knowledge of hazardous waste disposal methods is not required but the ability to assimilate a large amount of information as well as analyzing it into logical, fact-based opinions is essential. Strong leadership and interpersonal skills are required to manage the output of technically qualified contractors, stakeholders and government workers.

Reporting to the Director, this Facilities Coordinator will be given considerable independence and will occasionally travel to site, but will frequently meet with contractors, analyze reports and summarize the information gained in a succinct and accurate manner. This will enable the Director to make effective decisions and document future operational model options to the Executive Director.

The Facilities Coordinator provides input to budget development and forecasts for the operating agreement as well as assisting with the monitoring of operating and capital expenditures at the site. In addition, the Facilities Coordinator will gain an in-depth understanding of the contract and how the contract is delivered at the site, which combined with stakeholder engagement and consultant support (as required), will support the delivery of the new operating agreement for Swan Hills Treatment Centre. This position also has a project coordination component, taking the lead in directing and guiding the operator through the project approval process, as well as delivery and tracking of approximately $5 million of projects each year in accordance with established requirements and government principles.

The Facilities Coordinator works closely with clients, contractors, landlords, Ministry representatives and the public to ensure the assigned building (or land) portfolio is operated and maintained in a safe, cost-effective and efficient manner.

Reporting to the Facilities Manager, this position functions within the parameters of applicable legislation, regulations, policies, directives and guidelines.

**Qualifications**:
**Minimum Requirements**:

- A 2-year technical diploma in a related field PLUS 6 years of related experience
- Related years of experience or education may be considered equivalent on a one year of experience for one year of education or vise versa

**Experience or knowledge that will be considered and asset**:

- Experience with or knowledge of property management concepts and techniques including: contract and project management, insurance, asset management, health and safety, budgeting and accounting, facilities operations and property management, and related ethical, environmental and financial considerations
- Knowledge of relevant legislation, regulations, standards and codes (e.g. Trade Agreements, Hazardous Waste regulations and Household Waste Disposal Programs, _Freedom of Information and Protection of Privacy Act_)
- Experience with contract management including interpreting contract documents, annual business plans, monthly reports and quarterly audits
