The Residential Tenancy Branch (RTB) is part of the Ministry of Housing. The Branch encourages successful relationships between landlords and tenants by providing information and public education about their rights and responsibilities. The RTB also has a significant administrative justice role which is fulfilled through the impartial arbitration and adjudication of disputes between landlords and tenants. The Compliance and Enforcement Unit (CEU) is separate from dispute resolution and has the authority to conduct investigations and take additional action to encourage compliance and deter non-compliance, including levying administrative penalties.

The Compliance and Enforcement Unit (CEU) is a separate and distinct team within the Residential Tenancy Branch with authority to ensure compliance and conduct enforcement, when necessary, by leading investigations of repeated or serious and deliberate contraventions of the Residential Tenancy Act/Regulation or Manufactured Home Park Tenancy Act/Regulation, failure to follow Orders of the Director, failing to comply with a demand for records, or providing false or misleading information in a proceeding or investigation. The unit conducts detailed and oftentimes complex investigations that may result in regulatory actions, including the issuance of administrative monetary penalties or recommendations for provincial (regulatory) charges to Crown Counsel. Investigators are responsible for ensuring that their duties are conducted in a professional manner and in accordance with the principles of administrative fairness and consistent with the Charter of Rights and Freedoms, so that the objectives of the legislation are upheld, including protecting the rights and upholding obligations of both Landlords and Tenants.

**Job Requirements**:
**EDUCATION & EXPERIENCE**
- Diploma, certificate or equivalent in a related discipline such as administrative law, investigation and enforcement, psychology, or criminology, and minimum of three (3) years of *related experience; OR,
- An equivalent combination of education and/or *related experience may be considered.
- **Related experience must include all of the following**:

- Leading and/or conducting complex investigations or similar activities in areas of high risk and/or high profile areas leading to compliance and enforcement.
- Developing and maintaining cross-functional and/or cross-organizational working relationships.
- Developing detailed investigation plans that outline strategies to collect relevant evidence.
- Preparing for and conducting interviews and evaluating witnesses.
- Preparing comprehensive reports, recommending courses of action, and working closely with legal counsel to prepare cases for enforcement proceedings.
- Cooperating and collaborating with law enforcement bodies or agencies, cross-ministries, self-regulatory organizations, and/or other regulators.
- Three (3) years or more of experience (within the past five (5) years) in a compliance and enforcement environment.
- Three (3) years or more of experience (within the past five (5) years) in conducting inspections or investigations.
- Experience producing written fact-based evidentiary reports of a complex and technical nature while maintaining confidentiality.

**Preference may be given to applicants with one or more of the following**:

- Experience utilizing Major Case File Management.
- Experience with regulatory inspections or investigations in the Provincial government.
- Experience writing, preparing, and organizing detailed investigative reports for Crown Counsel or Statutory decision makers.
