**Position Summary**
- Reporting to the Director Campus Planning and Construction Management, the Associate Director Campus Planning and Construction Management assists the Director in the development and execution of comprehensive campus planning strategies and projects aligned with the institution’s mission and goals. Assists with developing short-term and long-term campus planning and capital project planning including the preparation and submission of the 5-year Capital Plan for the Ministry of Post Secondary Education and Future Skills (PSFS).
- The Associate Director Campus Planning and Construction Management is responsible for the successful execution of capital projects at Vancouver Community College (VCC), assigned by the Director, ensuring compliance to all applicable building codes, construction standards, quality benchmarks, and health and safety regulations, while delivering projects to defined scope, schedule, and within capital funding constraints. This position will work collaboratively with the capital projects team, providing leadership and direction on all project related functions, processes, and procedures as well as project planning, business case and feasibility study development, implementation of approved capital projects, budget control, project and risk management, and oversight of projects from initiation, planning and design through to construction, commissioning and hand off.
- The Associate Director Campus Planning and Construction Management liaises with many internal stakeholders including Senior Leadership and Department Leaders and externally with various organizations, consultants, contractors and other authorities having jurisdiction.
- This role works collaboratively with the Associate Director Facilities and/or the Director Facilities Management to ensure a seamless delivery of projects to stakeholders.**Duties & Responsibilities**
**Capital Planning**
1. Under the direction of Director, Campus Planning and Construction Management, develops campus planning and overall space management/development strategy.

- collaborating with the Facilities team, department staff and College administration to develop capital budget priorities.
- 3. Develops, plans and implements capital budget including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within plans and budget established by VCC.
- 4. Assists with the preparation and submission of the 5-year Capital Plan.
- **Project Management**
5. Develops proposals, business cases, and budgets for capital projects. Prepares feasibility studies, concept planning, and concept estimating of college wide capital projects. Chairs capital project meetings as necessary.
- 6. Develops systems for the management of Campus projects at VCC. Oversees capital project management: defining and implementing effective project design, construction, and management processes and tools ensuring quality projects are consistently delivered on time and on budget. Brings projects to completion within budget limitations.
- 7. Ensures that sites and facilities are planned, designed and built to meet VCC’s long-term space management plan and to align with the latest standards and best practices in post-secondary facility design, project delivery, and environmental responsibility.
- 8. Creates and manages standards and templates such as project plans, project organization charts, stakeholder outlines, charter templates, business and associated project-related materials; continuously work with Facilities Management team to identify opportunities to improve processes and efficiencies.
