**Hours**: Mon - Fri (35 hrs)
**Location**: Ladysmith, BC

**About The Role**

Reporting to the Director of Administration, the Social Development Manager oversees the managing and effective delivery of social services, providing financial aid and support to individuals and families within Stz’uminus First Nation (SFN). This position carries significant supervisory, financial, and community engagement responsibilities, playing a crucial role in the development and management of programs that promote the well-being and self-sufficiency of SFN members.

**Duties & Responsibilities**

**Program Management**

1. Provides leadership, direction and support in the development, implementation, management, administration and delivery of Social Development programs that include Income Assistance, Social Work Services, and other programs that support the SFN Community.

2. Facilitates the creation of goals and objectives for specific program and service areas. Assists in developing strategies to achieve these goals and identifies barriers that may impact success.

3. Monitors Social Development programs to ensure they meet the needs of the community. Implements changes as required, and in consultation with the Director of Operations.

4. Builds and maintains effective relationships with the BC Ministry of Children and Family Development, Indigenous Services Canada, and other ministries and agencies

5. Negotiates agreements with government agencies and social service counselors and agencies.

6. Assists in developing protocols and policies in regard to child welfare.

7. Recommends to Chief and Council ways and means to alleviate or resolve social problems in the community.

8. Manages the development and implementation of effective communication regarding programs and services. Promotes community involvement and engages community in determining program and service needs and evaluating effectiveness and satisfaction.

9. Oversees the planning of community events, training and community educational opportunities.

10. Evaluates the overall effectiveness of Social Development programs to achieve pre-approved Department goals, objectives and work plans. Ensures programs and services are client-centered and accessible.

11. Ensure that all programs and services are delivered in a culturally sensitive and respectful manner, and that the unique needs of the community are addressed.

**Community Engagement**

12. Work closely with community members to understand their needs and ensure that services are responsive and accessible.

13. Assist with community membership duties, coordinating with relevant departments to ensure comprehensive support for all members.

14. Promote and facilitate community involvement in social services programs, ensuring that members are informed and engaged in available resources.

**People management**

15. Define job duties and responsibilities for all positions within the department, ensuring clarity and alignment with organizational goals.

16. Participate in workforce planning activities to assess team needs, anticipate future requirements, and identify gaps. Assist in recruiting, hiring, and onboarding new employees into the department, ensuring a smooth transition to the team.

17. Set clear performance expectations and objectives for team members. Conduct regular performance evaluations, provide constructive feedback, document people actions, and develop performance improvement plans as needed. Address performance issues proactively and in a fair, and consistent manner.

18. Manage and resolve conflicts or grievances within the team in a constructive and timely manner. Foster a respectful workplace by promoting open communication and addressing issues related to employee conduct, behaviour, or morale.

**Financial management**

19. Partner with proposal writer to seek out funding opportunities through various federal, provincial, and other agencies that support SFN Social Development Initiatives.

20. Develop, manage, and oversee the departmental budget, ensuring that financial resources are allocated effectively to meet the needs of the community.

21. Monitor and manage financial aid programs, ensuring that assistance is distributed equitably and in accordance with community needs and program guidelines.

22. Prepare and present regular financial reports to senior management, outlining departmental expenditures, program effectiveness, and financial projections.

**Compliance and reporting**

23. Ensure departmental compliance with all relevant legislation, regulations, and policies.

24. Maintain accurate records and documentation related to program activities, financial transactions, and staff performance.
