**About the Role**:
Responsible for the balancing, preparation and mailing of Residential, Multi-Residential, Commercial and Industrial and PIL Property Tax Billings, the necessary calculations and entries for adjustment of tax accounts and maintenance of the Collectors Rolls. Responsible for the maintenance, balancing and preparation of the Provincial On-line Property Tax Analysis (OPTA) System with respect to billing, verifying calculated adjustments and sending statutory notices. Liaison with Municipal Property Assessment Corporation (MPAC) with regards to assessment and appeals. Provides technical and functional guidance to tax department clerks as well as review and approval of transactions. Provides internal and external customer service for inquiries related to specific duties and also those general in nature for property taxes.

- Responsible for the processing interim and final tax billings for all properties, including Payment in Lieu properties, ensuring billings are processed and distributed in accordance with all legislated requirements, City by-laws (including Special Areas) and current policies.
- Responsible for maintaining property tax accounts and software, including reviewing and investigating billing anomalies or variances and taking appropriate actions to resolve.
- Responsible for verifying and processing the annual assessment roll as received from MPAC.
- Interpret, determine and process supplemental and omitted assessments, apportionments, and adjustments to assessment received from MPAC and the resulting tax adjustments and billings, including, but not limited to recording transactions in financial system, distributing payments and issuing amended tax notices to property owners.
- Act as a liaison with Mailing Contractor to ensure timely and accurate delivery of regular tax billings including keeping record of business rules, bill formatting and sample wording, updating necessary printing changes.
- Verify and maintain records of Business Improvement Areas, Urban Service Area Boundaries and any other Special Areas as defined and ensure proper billing rates are applied. Confirm accuracy of Local Improvement charges applied to Tax Roll.
- Receive, confirm and process adjustments, prepare refunds and notification to property owners of any balance or overpayments due to Assessment Review Board Decisions, Requests for Reconsideration, Minutes of Settlement and the like.
- Act as primary liaison with MPAC providing assistance and information or acting on behalf of taxpayers by investigating inquiries relating to taxes and assessment.
- Reconcile property tax receivable general ledger accounts to the subledger, investigating any reconciling items.
- Receive mail, telephone and counter inquiries concerning tax accounts billed and related to assessment, related legislation, Tax Credit and Deferral programs, Appeals and Phasing for taxation, and legislation. Interpret and research in order to follow up, assist and explain to property owners, lawyers, property managers etc.
- Perform other similar and related duties as required.

**About You**:
**Qualifications**:

- Two (2) year College Diploma in business, finance, accounting or related field.
- Three (3) years' experience with at least two (2) years current municipal property tax and/or collections experience.
- Completion of the Municipal Tax Administration Program (MTAP).
- Completion of the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) Municipal Accounting and Finance and/or Municipal Administration programs are considered an asset.

- Well-developed problem solving and conflict resolution skills.
- Effective time management skills with the ability to prioritize work to meet established deadlines.
- Proven ability to organize workload and provide direction to others.
- Knowledge and ability to interpret relevant sections of the Municipal Act, relevant legislation, Assessment Act and current Ontario Property Tax Adjustment Legislation.
