**Our Team**:
Our Payroll team ensures employees of the Region are paid accurately and on time, processing multiple payrolls for all employees of the Region. Our detailed oriented and mathematically adept team works collaboratively with all areas of the Human Resources & Citizen Service and each department to provide employees with the pay they have earned delivering services our Citizens rely on. This is a contract opportunity for our HXM implementation project only.

**The Opportunity**:
Reporting to the Manager, Payroll, you will Coordinate and administer multiple payrolls for the Region, including collecting, verifying, and processing information per policy, legislation, and collective agreements. You will prepare and remit payments for employee deductions and employer contributions to government and outside agencies and reconcile and balance payroll general ledger accounts. Prepares and enters journal entries into the financial system, with Manager approval.

You will process parking deductions and taxable benefits, and vehicle taxable benefits, calculate adjustments, conduct audits annually, and contacts employees, as required.

You will enter employee changes to the HRIS related to banking and tax exemptions, and audit changes to employee data files and timecards to ensure compliance with policies and collective agreements. Verify holiday, sick, stand-down suspension, overtime, and unpaid leave records in the time and attendance system and upload them to the HRIS and advise HR and management of adjustments.

You will calculate, verify, and process manual electronic fund transfer payroll payments with Manager approval (e.g., vacation payments, clothing/tool allowances, termination pay-outs, leave top-ups).

You will compile and prepare remittances for Receiver General source deductions of Canada Pension, Employment Insurance, Income Tax, and other deductions, reconcile accounts to statements for year-end balancing for tax slip preparation, and assist with tax slips for mail out.

You will process requisitions for severance/sick leave pay, with Manager approval, correspond with banks regarding RRSP termination payouts, and enter into the HRIS to issue tax slips at year-end.

You will complete, verify, and issue records of employment; file online via Service Canada, assist Service Canada in investigations of employment insurance claims or audits of payroll information, process year-to-date adjustments in HRIS for manual electronic fund transfers, and ensure Regional costs are calculated.

You will calculate overpayments/underpayments and consult with Manager on repayment schedules, inform HR and escalate to Legal as needed.

You will modify and run reports and develop spreadsheets for the preparation of required payments, RRSP, garnishments, union dues, Statistics Canada reports, and internal reports.

Performs related duties as required (e.g., print paystubs, mail, filing, answering inquiries).

Knowledge of payroll regulations and computerized payroll administration, generally accepted accounting principles and practices, math, and administrative procedures and protocols, normally acquired through a college diploma in a business-related field (or an equivalent combination of education and experience such as a Grade 12 diploma plus related experience).

Must have or be pursuing certification as a Payroll Compliance Practitioner recognized by the Canadian Payroll Association.

Knowledge of and ability to comply with policies, procedures, related legislation (e.g., employment standards, income tax), pension regulations, payroll regulations, accounting standards, and collective agreements.

Computer skills with the ability to use software such as Microsoft Office, a human resources information system with payroll (e.g., Banner), computerized financial system (e.g., Oracle), computerized time and attendance system (e.g., Kronos), reporting system (e.g., Crystal) and the on-line platform for the Region’s banking institution.

Organizational and attention to detail skills to work independently and prioritize work to meet deadlines; ensure pays are run on time; and handle multiple demands.
