**The Role**:
Through the protection of life, property and the environment, Edmonton Fire Rescue Services (EFRS) improves the livability of all Edmontonians. Edmonton Fire Rescue Services is a progressive and internationally accredited fire rescue service which has received accreditation from the Commission on Fire Accreditation International for a third, five year cycle.
The Assistant Deputy Chief, Workforce Support is a member of the EFRS leadership team that directs the Safety, Health and Wellness Supervisor, Manager of Culture and Inclusion, and various administrative support staff to ensure the effective delivery of Health, Wellness, Safety, Culture and Inclusion programs. Reporting to the Deputy Fire Chief of Administration, the Assistant Deputy Chief operates with a high degree of autonomy to make operational and workforce support decisions consistent with EFRS’ short and long-term priorities. In close collaboration with the Deputy Fire Chief, the Assistant Deputy Chief ensures the effective deployment of front-line resources and contributes directly to the strategic direction of the section.
**Goals and Deliverables**:
- Exercise a high degree of judgment in making decisions related to emerging challenges including but not limited to, supervising reports (feedback, coaching, evaluations), labour relations
issues (hiring, conducting investigations, delivering corrective measures, grievances), and overseeing the performance and readiness of the section on a daily basis
- Leverage leadership skills to develop, coach and mentor staff
- Impact the design and implementation of processes and practices to drive continuous improvement, and culture change in providing services, while aligning with overall direction of EFRS
- In collaboration with other partners across the City, develop employee engagement strategies in response to survey results
- In collaboration with other partner across the City, develop culture and EDI strategies and frameworks for EFRS
- In collaboration with other partner across the City, develop safety and environmental strategies and frameworks for EFRS
- Maintain close and productive working relationships within EFRS to assess the progress of change management and culture shifts
- Lead and collaborate with the development and implementation of work performance expectations and job standards for the section
- Development and implementation of short-range (1-2 year) strategies supporting the section
- Impact the design and implementation of unit level processes and practices to ensure continuous improvement and of keep current with advances in business practices, technology and technical information to ensure the best value for services is delivered
- Determine and implement programs related to service models, partnerships or other agreements, and appropriate service level agreements, that are aligned with EFRS goals and objectives
- Ensure that projects are delivered on time, on budget and within scope
- Act on behalf of the Deputy Fire Chief on various committees and collaborate with internal and external partners
- Represent management in labour management and collective bargaining matters
- Ensure compliance with all Occupational Health and Safety standards and Enviso policies and procedures
- Assist with the development and review of policies, practices and frameworks, including the applicability of GBA+
**Qualifications**:
- Diploma or Degree in Business Administration, Human Resources, Fire Science or a related field
- Officer Training program from an approved program is considered an asset
- NFPA- Minimum Fire Officer Level 2 is considered an asset
- Seven (7)+ years experience within emergency services is required, including a minimum of three (3) years of leadership and supervisory experience
- Demonstrated ability to develop and implement strategic initiatives, business plans, and continuous improvement priorities
- Experience leading change management and supporting leaders during transformation is considered an asset
- Comprehensive knowledge of OH&S legislation, Enviso and WHMIS is considered an asset
- Experience in a unionized environment working with Collective Bargaining Agreements
- Demonstrated experience working with multi-disciplinary teams
- Experience working with politically sensitive and complex projects in a public sector environment is considered an asset
- A combination of equivalent education and experience may be considered
