**Job Summary**:
Reporting to the Supervisor, Quality and Community Development, this position provides sector support and regular engagement and collaboration with early learning and child care providers. This position is responsible for building relationships in the community which inform both organizational and system-wide supports needed to achieve and sustain high quality early learning and child care programs. Program Support Consultants contribute to resource, workforce and organizational development initiatives aligned with the Regional Quality Framework.

**Duties & Responsibilities**:

- Engages regularly with Early Learning and Child Care providers using excellent observation, consultation, coaching and communication skills.
- Acts as a point of contact for early years and child care providers, liaising with and facilitating relationships with other supports and services as needed.
- Works with early years and child care supervisors, managers and leaders to facilitate planning and priority setting for continuous quality improvements.
- Participates in the oversight of organizations who hold an agreement with the Region including Child Care Service Management, Canada Wide Early Learning and Child Care Agreement (CWELCC) and EarlyON Agreements
- Identifies system-wide trends and gaps utilizing both qualitative and quantitative information available from community partners, providers or researchers to inform program effectiveness and delivery.
- Works in collaboration with internal and external partners on a variety of projects to support and enhance the quality of early years and child care programs in Halton.
- Supports the development and implementation of Halton’s Quality System Framework and other system-wide initiatives using strong project management and stakeholder engagement skills.
- Performs other duties as assigned.

**Skills & Qualifications**:
**Essential**
- An undergraduate degree in Human Services related field such as Early Childhood Studies, Child Development, Psychology, Social Sciences or similar from a recognized University with at least five (5) years’ job-related experience or an equivalent combination of education and experience.
- Comprehensive knowledge of legislative documents and frameworks such as the _Child Care and Early Years Ac_t, and _How Does Learning Happen_?
- Comprehensive knowledge of the conditions required to achieve and sustain high-quality early learning and child care programs including operational and pedagogical practices.
- Demonstrated understanding of the early years and child care sector and the role of the System Service Manager.
- Demonstrated understanding and commitment to equity, diversity and inclusion.
- Strong understanding of not-for-profit and commercial child care operational practices.
- Strong understanding of centre-based and licensed home child care, EarlyON Child and Family Centres and other early years and child care program
