**Job Summary**:
Reporting to the Acting Director of Public Health Resources, the Public Health Emergency Management Advisor is responsible for the overall planning and successful administration of the Emergency Management program for Halton Region Public Health. Ensures that departmental plans are consistent with Regional plans and meet the requirements of the Ontario Public Health Standards.

**Duties & Responsibilities**:

- Develop and implement strategic and operational plans for areas of responsibility and participate in the preparation of the Department’s strategic and operational plans.
- Coordinate with corporate emergency management as appropriate across planning, preparedness, mitigation, risk management, response, recovery and business continuity to meet the mandate as set out in the Ontario Public Health Standards (OPHS), the _Municipal Act_ and other related legislation.
- Develop policies and procedures and provide strategic advice to the Departmental Management Team and Regional partners related to the planning, execution, and evaluation of emergency management and business continuity initiatives.
- Supervise the Public Health Emergency Management Coordinator and Intern by overseeing work plans, coaching, on-going training, and monitoring performance.
- Perform departmental HIRA (Hazard Incident Risk Assessment) to identify vulnerabilities and lead initiatives to develop, update, validate and implement department-wide emergency preparedness and response plans.
- Direct the development, implementation, maintenance and revision of emergency response programs, support plans, education, awareness and training.
- Direct and oversee the development, maintenance, testing and regular updating of business continuity plans with divisions within Public Health.
- Liaise and consult with the Health Departmental Management Team, program staff and other relevant community stakeholders in planning, developing, implementing, and evaluating emergency preparedness activities.
- Coordinate activities related to the development, improvement, monitoring and evaluation of strategies to enhance public health emergency preparedness and response to public health emergencies, community emergencies and other emerging public health issues. This will include the development and maintenance of plans, policies and procedures and staff education and training (emergency exercises).
- Develop and deliver training, exercises, education programs and/or workshops.
- Perform other duties as assigned.

**Skills & Qualifications**:
**Essential**
- Three (3) years’ related experience in a public health setting, including two (2) years’ managing business continuity and/or an emergency management program.
- A thorough understanding of Ontario’s Emergency Management and Civil Protection Act and knowledge of other related regulations and legislation.
- Knowledge of the Ontario Public Health Standards, and municipal requirements related to the delivery of emergency services, as well as, current issues and practices related to emergency planning and response.
- Interpersonal, presentation and negotiations skills and the ability to build and maintain effective relationships with staff, management and external partners.
- Extensive demonstrated knowledge of all hazard/risk assessment and analysis.
- Experience in program planning, evaluation & quality improvement, and project management.
- Completion of IMS 100, 200 and 300 Certification.
- Completion of Basic Emergency Management (BEM) Certification.

**Preferred**
- Community Emergency Management Certification (CEMC).
- Project Management and/or LEAN Six Sigma certification(s).
- Demonstration of field-based Operations Management experience in emergencies related to public health.
