As the Manager of Information Technology, you will lead the strategic planning, implementation, and management of all IT infrastructure, systems, and services within the organization. As the leader and most senior staff member in the department your primary responsibility is to ensure the agency’s technology solutions effectively support the delivery of services while aligning with industry standards, privacy regulations, and operational efficiency. In this role, you will foster innovation and guide a collaborative, security-focused team to maintain robust and scalable technology services in a social services environment.
**KEY RESPONSIBILITIES**:
**Strategic Leadership**:
Lead the development and execution of the IT strategy to support organizational goals, enhancing service delivery and operational workflows.
Collaborate with senior leadership to identify opportunities for leveraging technology to improve service delivery and administrative processes.
Manage the IT budget, ensuring cost-effective investments in technology, services, and vendor relationships.
Create and update policies and procedure for CCAS users of technology.
Ensure compliance with industry standards and regulations.
**Team & Project Management**:
Lead a team of diverse IT professionals approx. 14 FTE, providing mentorship, professional development, and fostering a culture of continuous improvement.
Oversee IT project lifecycles, ensuring successful implementation, on-time delivery, and adherence to scope and budget.
Coordinate cross-functional teams to ensure seamless collaboration between IT and other departments.
Leads System Development Team, Technical Support Administration Team, and Network Administration Team.
Recruit, train, and supervise IT staff.
Set job expectations and monitor performance of IT Teams and members.
**Infrastructure & System Management**:
Ensure the integrity, security, and performance of the IT infrastructure, including networks, servers, and cloud-based systems.
Maintain business continuity through the development and implementation of disaster recovery and data backup plans.
Manage and support access to telecommunication services, CCTV and Audio-Visual systems.
**Cybersecurity & Compliance**:
Lead the organization’s cybersecurity efforts, implementing proactive measures to safeguard sensitive service recipient and organizational data.
Ensure compliance with Canadian Federal and Ontario provincial data privacy laws and other regulatory frameworks, adapting policies and practices as needed.
Conduct regular audits of IT systems to maintain compliance with applicable standards and certifications.
Develop and maintain disaster recovery plans and backup procedures.
**Innovation & Digital Transformation**:
Explore and introduce emerging technologies, including artificial intelligence (AI), and data analytics, to drive organizational innovation.
Lead the digital transformation journey by championing new technology solutions that enhance the employee experience.
Partner with service teams to ensure IT systems support evolving Child Welfare delivery models.
**Stakeholder Engagement**:
Serve as the primary liaison between IT and other organizational departments, building strong relationships with internal and external stakeholders. Collaborate with information management, case management technical team, and quality improvement departments for ongoing improvements.
Engage with professionals and administrative staff to identify needs and tailor IT solutions accordingly.
Represent the organization at industry forums and collaborate with provincial and regional IT leaders on sector technology initiatives (i.e. Child Protection Information Services (CPIN), Oracle ERM and other provincially lead platforms)

**Qualifications**:
**Education**: Bachelor's degree in Information Technology, Computer Science, or a related field. A Master’s degree is an asset.
**Experience**: Minimum of 5 years of IT leadership experience, preferably within Public Sector, with a proven track record in managing complex IT Infrastructure, services, and teams.
**Certifications**: Relevant IT certifications (e.g., ITIL, PMP, CISSP) are desirable.
Familiarity with Document Management Software, e.g. Lotus Notes, Laserfiche, OpenText; other ERP such as Oracle; provincial platforms such as CPIN; business intelligence (e.g.MS Power BI)
**Skills and Competencies**:
Strong understanding of social services systems and regulations, including privacy laws such as PHIPA and PIPEDA
