Reporting to the Director of Development Approvals and Inspections, and guided by the Section’s leadership team and work unit business plans - the Program Lead, Service Support and Implementation is responsible and accountable for managing and leading strategic and program development work for the Section. The role formally coordinates with internal partners to steward projects to completion with a focus on supporting the section teams with project implementation, training and change management.

- Work with the Section’s leadership team to steward annual work planning, prioritization of projects, and associated resourcing and budgets to support the Sections’ work unit deliverables, the Section’s contributions to Branch and Department business plans, and corporate strategic goals (City Plan, Climate etc.)
- Lead the multi-disciplinary Service Support and Implementation team, who are responsible for developing and implementing projects to fulfill the strategic and program development priorities identified within various business plans. This includes leading on continuous improvement of service delivery through updates to operational policy, procedures and bylaw administration and supporting teams with project and change management
- Work across the organization to lead on implementation activities relating to the Zoning Bylaw. As an in-scope people leader, fulfill core supervisory duties such as pay administration, staff coaching and development, the facilitation of Employee Performance Plans, training, leading recruitment and hiring manager activities, work assignments, and day-to-day performance monitoring
- Ensure stakeholder relationships and expectations are managed both during the annual work plan development/prioritization and throughout the work cycle
- Establish memorandums of understanding/service level agreements with internal and external service delivery partners to create efficient and effective policies
- Direct and ensure the team and its work prioritize integrated and innovative approaches to support program delivery and customer service excellence
- Perform other related duties as assigned

**Qualifications**:

- Bachelor Degree in Planning, Business, Commerce, Innovation, Management, or a related degree
- Project and/or change management education and/or experience is considered an asset
- Minimum of seven years of progressively responsible related work experience that includes municipal, intermunicipal and or regional planning, and the supervision of staff. A minimum of two (2) years progressively responsible supervisory experience
- Significant knowledge and experience with planning legislation and regulatory requirements, and of City policy, practices, procedures, and initiatives related to assigned duties
- Significant knowledge and experience with a variety of change management and project management approaches, tools, and methodologies
- Experience leading senior-level stakeholder relationship management, negotiation and problem resolution
- Demonstrated experience leading and executing on a wide range of deliverables in a fast paced, large volume, and deadline driven environment
- Demonstrated communication and consulting skills with the ability to reach consensus, gain acceptance, and provide tactful presentation of challenging issues for decision
- Proven ability to learn and adapt quickly in diverse areas such as development planning, zoning bylaw enforcement and compliance, customer service, communications and project management
- Willingness to take initiative, be self-directed, and act confidently when making recommendations and taking positions. Incorporate change management to support decision making
- Strong written and verbal communication skills used in facilitating stakeholder engagement, preparing and presenting reports, projects and the development of external messaging to audiences that range in size and knowledge base
- Demonstrated intermediate - advanced technical ability with a variety of project and enterprise systems, including but not limited to POSSE,Google Suite, Trello, Visier etc.
