**Role**:
Reporting to the Manager, Policy and Legislation, the Legislative Analyst leads and/or participates in strategic legislative and policy initiatives related to priority Ministry projects, ensuring Ministry work is responsive to Alberta’s current and future infrastructure needs.

The Legislative Analyst is responsible for working on legislative and regulatory processes and projects and for consulting with affected stakeholders including other departments and other levels of government. The outcomes supported by the Legislative Analyst contribute to the strategic direction of the division and Ministry by informing the development of priorities, policies, corporate goals, and business initiatives.

The Legislative Analyst works in the context of the government’s goals, guidelines and policies, the Ministry’s policies and business plan, and related provincial legislation and regulations. The Legislative Analyst monitors and reviews legislation and regulations, and where appropriate, helps develop proposals for changes to ensure their relevancy and currency.

Throughout this work, the Legislative Analyst is a key legislative resource for other branches in the Ministry, contributes to legislation and policy projects, leads regulatory review projects, participates on interdepartmental and cross-ministry committees, prepares and provides input to reports and briefings. The Legislative Analyst identifies issues and potential solutions and completes research to align with strategic priorities on a wide array of issues. The scope of work spans the policy development cycle as related to legislation, the process for amending or introduction new legislation and regulations and networking with stakeholders.

The Legislative Analyst also supports broader policy initiatives, by conducting environmental and jurisdictional scans, literature reviews, research, and analysis to support evidence-based policy development and management decisions. Other responsibilities include issues and project management, communication management, and supporting the implementation of initiatives required to achieve the department’s internal policy objectives. The incumbent is required to liaise with key stakeholders and often represents the department in interdepartmental work teams, in addition to taking a key role in carrying out significant policy and strategy projects.

**Qualifications**:
Minimum Requirements:

- University graduation in a related discipline (ex. social sciences, business administration, health care administration, public administration, law, etc.)
- PLUS 2 years of progressively responsible experience in a policy and legislative environment
- Equivalencies will be considered on a one-for-one basis

Experience or knowledge that will be considered and asset:

- Experience with principles and processes associated with legislative and regulatory planning and drafting.
- Experience developing and implementing policy and interpreting legislation and regulations.
- Experience in policy development and an understanding of the relationship between strategy, policy, and legislation.
- Demonstrated political acumen and strong written and verbal communication skills.
- Knowledge of the political and legislative environment within which the ministry operates and decision-making processes of government.
- Knowledge of key Acts including: the Public Works Act, Infrastructure Accountability Act, Freedom of Information and Protection of Privacy Act, Alberta Public Agencies Governance Act, Financial Administration Act, and Government Organization Act.
