We are looking for a Policy, Monitoring and Systems Officer to support our Finance and Procurement Services. The Procurement Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
The incumbent is responsible to provide oversight on compliance, to disseminate information with regards to policies and procedures, to monitor the procurement activities, to provide training and manage the reporting requirements.

To this end, the incumbent is responsible:

- to communicate updates in policies and procedures to all Procurement staff;
- to monitor procurement transactions and activities;
- for developing and delivering training materials and courses that promote sound procurement principles and practices; and
- to report on procurement and procurement activities using the SAP system, Power Business Intelligence (BI) tools and others, and to respond to internal requirements, ministerial and ATIP enquiries.

Finally, the incumbent is responsible for exercising functional authority and providing direction, assistance and advice related to policies, procedures, guidelines, monitoring and oversight to all research centres, branches and programs throughout the National Research Council.

The incumbent is responsible for representing NRC in procurement policy matters at advisory boards and meetings with senior industry officials and organizations, as well as, with representatives of other government departments and central agency officials.

**Education**:
University degree in business administration or public administration in a related field, or an equivalent combination of education and experience.

**Experience**:

- Extensive experience in the development and implementation of policies, procedures and guidelines that promote sound procurement.
- Significant experience in leading monitoring and oversight activities.
- Significant experience working on personal computers using MS Office (specifically MS word and MS mail), Business Intelligence tools and ERP, preferably SAP.

Experience in a federal government environment or public sector would be an asset.
- Significant - 2 to 4 years
- Extensive - 5 years or more

- Sound knowledge of practices and guidelines that govern federal government procurement functions.
- Sound knowledge of trends, developments and challenges in managing procurement in the public and private sectors.
- Ability to respond to inquiries from employees, superiors and clients, to enforce compliance with the provisions of the various instruments, to write NRC policy and guidelines and to make or guide contracting and procurement decisions that balance client needs with compliance requirements.

Relocation assistance will be determined in accordance with the NRC's directives.

**Compensation**:
From $82,185 to $93,919 per annum.

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
