**What can I expect to do in this role?**

Under the supervision of the Manager, National Policy Office - Labour Relations Officer, provides labour relations representation and advice to the organization on Institute-wide matters and to members on matters of individual and collective representation related to Phoenix.

Major responsibilities include:

- Represent and advise the Institute and support members, groups of members, and stewards in accordance with all applicable federal and provincial legislation, collective agreements, policies, directive and guidelines, and employment benefits plans.
- Advise and represent the Institute and members in formal and informal labour relations issues and processes including grievances, mediation, facilitation, complaints, and conflict coaching.
- Required to develop an institute position with respect to group wide issue. May participate and represent the Institute on public service wide labour management committees, national working groups, national, regional, and local committees and other fora.
- Negotiate agreements and settlements on behalf of the Institute, individual members, or groups of members on labour relations matters related to the Phoenix pay system or other pay related matters. May support other labour related matters when required.
- Analyse and research jurisprudence, applicable legislation, employer policies, and collective agreements.
- Provide advice, guidance, and information to the Manager and internal and external clients on relevant labour relations topics and sensitive issues.
- Conduct appropriate research and prepare all relevant documentation and individuals for formal proceedings on assigned labour relations cases related to Phoenix.
- Conduct or assist in training sessions and promote positive communication, information sharing, and best practices to develop and maintain a qualified steward network.
- Ensure all relevant member case information is created, updated, and maintained in the Institute’s data management systems.
- Contribute to corporate knowledge and communications by providing articles, case summaries, and other related reports with respect to labour relations matters related to Phoenix.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.

**How do I qualify?**
- Completion of a university degree in labour relations or a related discipline.
- Two (2) to three (3) years of progressive and related experience in labour relations, or an equivalent combination of education and experience.

**Required Knowledge, Skills and Abilities**:

- A thorough knowledge of the authorities governing employer / employee relations in the Federal public service of Canada and other jurisdiction in which institute members are employed.
- Experience in the labour relations field, in handling complaints and grievances, interpreting
- Collective agreements and in representing individuals at grievance hearings.
- Ability to advise and counsel members on their employment rights.
- Strong representational and advocacy skills; demonstrated ability and experience in representing members at grievance and adjudication / arbitration hearings and at union management consultation meetings.
- Ability to conduct interviews, meetings, information sessions and prepare reports and correspondence.
