**Main Purpose and Function**

This is a supervisory position with responsibility for planning, coordinating and administering a Homelessness Outreach Program that provides housing, income, and referral services to individuals, and families in need, including individuals experiencing and at risk of homelessness, including those struggling with mental health and substance use. Reporting to the Homelessness Services Social Planner 2, this position:

- evaluates and reports on HOP outputs and outcomes;
- performs complex administrative duties;
- provides leadership to a team of Housing Relocation Officers I;
- assists in developing relationships with community agencies and provincial government ministries; and
- oversees the development of community programs delivered by Housing and Outreach Workers.

Work is reviewed for quality of services provided and achievement of desired objectives.

**Key Contacts and Reporting Relationships**
- The position reports to the Social Planner 2, Homelessness Services directly, and under the direction of the Director of Homelessness Services; and responds to senior management & City Council directives related to housing & homelessness
- Creates and maintains relationships with staff of various internal City departments, the Ministry of Social Development and Poverty Reduction, BC Housing, Vancouver Coastal Health, Canada Revenue Agency, Service Canada, in addition to liaising regularly with external Non-Profit agency contacts and housing service providers.

**Specific Duties/Responsibilities**

**Supervisory**
- Oversees day-to-day operations of the Homelessness Services Outreach Team.
- Assigns, schedules and supervises the day to day work of staff involved in the delivery of outreach services including but not limited to access to shelter, housing, income and support services, housing retention and relocation services to individuals and families in need, including individuals experiencing and at risk of homelessness, including those struggling with mental health and substance use.
- Provides support to Housing Relocation Officers I and Outreach Workers and may become involved in complex or escalated situations as needed.
- Schedules, assigns tasks and duties and oversees the optimal use of work time.
- Schedules staff in the event of emergent situations as required such as fires and other emergency building closures where housing support is required for displaced tenants.
- Assists in the ongoing development of safety procedures and training of staff to work within the complex work environment.
- Participates in employee work planning, provides feedback, coaches staff and ensures procedures are followed.
- Provides employees with information and guidance related to issues and policies which impact to Housing Relocation Officer I’s and Outreach Program workers including but not limited to, Occupational Health and Safety, Freedom of Information and Protection of Privacy, Respectful Workplace and Code of Conduct Policies.
- Coordinates the day-to-day operations of the seasonal winter Warming Centre program, liaising with site operators, scheduling and supervising warming centre staff.

**Administrative & Financial**:

- Monitors expenditures to budget and creates spending guidelines as necessary with the advice of the Social Planner 2 and Director.
- Assists with the creation and delivery of appropriate rent supplements as necessary.
- Oversees the storage of the Identity Bank of client records monitoring for adherence to privacy legislation.
- Assists & leads on Provincially-mandated data system and case management tool, as outlined in the Evaluation of statistical and demographic reports
- Prepares related reports for related program outcomes.
- Evaluates and reports on Program metrics, to the Director of Homelessness Services, and for contract partners.

**Client Services**:

- Provides front-line client services as per the role of the Housing Relocation Officer, as outlined in the Position Description.

**Planning and Development of Programs**
- Develops and plans community programs of an educational, cultural, social and recreational nature provided by Homelessness Services Outreach
