**Scope of Position**

The Manager of Human Resources and Labour Relations is responsible for the Human Resources function. This includes acting as a key business partner and peer to the management team in leading and creating initiatives, systems, and best practices to attract, engage and retain a diverse and high-performing workforce and who will build an organizational culture that supports the advancement of WOCRC mission and strategic plans.

**AUTHORITY**:
The Manager of Human Resources and Labour Relations is a manager for the purpose of the Signing Authority/Human Resources Policies, Guidelines and has the authority to:

- Develop and manage corporate wide strategies.
- Advise and authorize training and developmental plans in accordance with WOCRC policies.
- Recruit, evaluates performance, disciplines, provides developmental plans and terminates staff under their responsibility.
- Advise and decide on total reward matters.
- Approve leave requests.

The Manager of Human Resources and Labour Relations consults with the Executive Director on the following:

- Legal issues.
- Staff performance issues.
- Develop workforce and succession plans
- Lead the organizational-wide performance management process.
- Total Rewards

Other issues relating to Centre-wide policy or operations impacts

**Recruitment, Hiring, and Onboarding**
- Develop recruitment policies and strategies.
- Partner with the leadership team to understand the capability needs of the organization and develop the talent strategy, particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Manage the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborate with departmental managers to understand skills and competencies required for openings.
- Assess and build talent pipelines and workforce plans.
- Provide onboarding services and agency orientation to all new staff members and ensure department and/or program level orientations are standardized and effective.

**Employee programs**
- Develop, review, and/or improve employee programs to attract, engage and retain top talent.
- Ensure employee programs align with the strategic vision, mission, values of WOCRC.
- Create and actively support employee engagement initiatives.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Create and deliver internal employee surveys using feedback provided to guide program decisions.
- Develop internal staff training and identify relevant available external training.
- Lead Pay Equity

**Total rewards and job classification**
- Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts, engages and retains top talent.
- Coordinate benefits program to ensure alignment WOCRC policy and legislative compliance. Make regular recommendations for program improvements.
- Analyze and coordinate benefits program to ensure alignment with company policy and legislated compliance. Make recommendations for change.
- Manage disability and injury claims and follow up with internal and external partners on the progression of each file including return to work planning.
- Collaborate with managers to update job descriptions across the agency and implement a system for regular review and revision to descriptions.

**Employee and Labour Relations**
- Train, coach, and support managers to navigate evaluating performance, training, promotion, discipline, termination, and other HR issues.
- Prepare for an oversee employee disciplinary meetings, terminations, and investigations.
- Actively participate in performance improvement plans.
- Coach/Mentor: Provide guidance and resources at all levels of the org from Senior Management to employees.

**Collective Bargaining and negotiating**
- Leads and acts as the primary contact for contract negotiations and collective bargaining.
- Reviews, assesses and evaluates the impact of changes to the collective agreements and employment legislation.
