Reporting to: Director, Human Resources.
- Non-Bargaining

DUTIES AND RESPONSIBILITIES:

- Must be able to perform, but not be limited to, the following duties and responsibilities:_

Operational HR Management
- Oversee day-to-day HR functions, including recruitment, on-boarding, talent management, performance management, total rewards and service recognition;
- Ensure compliance with federal labour laws, regulations and company policies;
- Builds effective and positive working relationships with Management;
- Provides coaching on a variety of Human Resources related topics to all levels of the organization;
- Conducts ongoing analysis of internal Human Resources processes and creates improved, streamlined processes, understanding and appreciating cross departments stakeholder impact;
- Responsible for regular research and compliance initiatives regarding Human Resources issues and participates in the continuous improvement of HR programs, policies and procedures;
- Develop and maintain HR policies and procedures that promote a positive and inclusive work environment.

Talent Acquisition and Development
- Responsible for full employment cycle including recruitment and selection process, recruitment oversight, establishing priorities, interviewing, preparing offer letters and the development and improvement of programs and processes;
- Implement talent development and succession planning programs;
- Review the exit interview process ensuring a continuous improvement program based on feedback;
- Review retention strategies and the onboarding process ensuring a positive employee experience with the organization;
- Responsible for the review and management of the service recognition program.

Total Rewards and Organizational Design
- Participates in the direction and management of the Total Rewards offering;
- Prepares job descriptions and conducts job evaluations;
- Support compensation reviews and reporting ensuring market competitiveness;
- Participates and manages organizational design, development through to completion.

Employee Relations
- Attends disciplinary meetings and terminations;
- Advises management and supervisors regarding disciplinary actions, conducts employee intervention, conflict resolution, and harassment and discrimination complaint investigations and resolutions;
- Supports employees and management through communications and to answer questions related to various human resources policies, procedures, program, laws, and other government regulations.

HR Analytics and Reporting
- Utilize HR Analytics to make data-driven decisions and track key HR metrics.

Change Management and Transformation
- Participate in HR transformation initiatives, adapting HR functions to changing business needs;
- Manage change effectively and ensure successful implementation of new HR processes.

Project Management
- Lead and participate in HR projects, such as process improvements, system implementations, or cultural change initiatives.

Other
- Travel as required.

SKILLS AND QUALIFICATIONS:

- Include, but not limited to, the following minimum skills and qualifications:_
- Bachelor's degree in Human Resources or related field required; Master's degree or relevant HR certifications (e.g., CHRL) preferred;
- A minimum of ten years of progressive HR management experience, including experience in a leadership role;
- Strong project management skills and the ability to drive transformational change;
- Broad working knowledge of federal legislation including the Canada Labour Code, Canadian Human Rights Act, WSIB and Health and Safety legislation;
- Proficiency in HR software and data analytics tools;
- Generalist Human Resources support service experience including recruitment, employee & labour relations;
- Deep expertise in Total Rewards and Talent Management;
- Experience in a multi unionized environment with a proven track record of maintaining positive management/labour relations, collective bargaining preparations and negotiations (preferred);
- Ability to identify sensitive situations and use discretion, tact and diplomacy in dealing with confidential issues;
- Strong interpersonal, communication (written & verbal) and conflict resolution skills to deal effectively with multiple stakeholders;
- Adept at managing multiple priorities and deadlines in a fast paced, team-oriented environment while ensuring accuracy, confidentiality and effective time management;
- Strong client focus and excellent professional judgment, sound analytical, problem solving and negotiation skills;
- Able to work independently under broad management direction while maintaining interdependence locally and with other departments;
- Committed to continuous improvement and display a high level of initiative, creativity and enthusiam;
- Must be proficient in MS Office and ERP Systems;
- Ability to communicate in Inuktut a definite asset;
- Ability to obtain and retain an Airport Restricted Area Pass in accordance with the Airport Restri
