**The Opportunity**
As the Manager - Communications & Public Relations, you will serve as the senior advisor and leader responsible for the development, execution, and oversight of the City of Thunder Bay’s comprehensive communications and branding strategy. This senior-level position ensures the alignment of all communication efforts with the City’s strategic vision, municipal growth priorities, and long-term goals. The Manager leads a dynamic team, manages high-profile public relations campaigns, and fosters innovation in communications to enhance Thunder Bay’s reputation locally, nationally, and globally. Through strategic partnerships, collaboration with senior leadership, and proactive stakeholder engagement, the Manager ensures that the City’s messaging inspires confidence, transparency, and public trust. A key area of responsibility includes the overall communication of the city’s Smart Growth Plan.
- Degree in communications, public relations, marketing or a related field with 8 years of progressively senior leadership experience in strategic communications, branding, and public relations, preferably in the public sector environment
- Advanced knowledge of emerging communication technologies, trends, and best practices
- Advanced expertise in digital marketing tools, analytics, and platforms, with demonstrated success in SEO, SEM, and social media marketing
- Proven track record of managing high profile public relations campaigns and navigating complex political and public sector landscapes
- Experience in business and human resource management
- Experience in business management, planning, budgets and finance
- Advanced proficiency in developing and executing multi-channel communication strategies, including traditional and digital platforms
- Superior ability to build and maintain effective relationships with diverse stakeholders, including City Council, senior executives, community leaders, and the public
