**Opportunity**:
The Manager, Programs & Services focuses on the Vancouver Child Care Resource & Referral (WCCRC) and oversees the Vancouver Child Care Resource and Referral Program. This position reports directly to the Chief Executive Officer, or delegate and is an active member of the Leadership team. The Manager, Programs & Services, WCCRC is an integral role in community leadership and partnership, listening, guiding, and advocating on behalf of the organization and greater community.

The Manager, Programs & Services, WCCRC is responsible for managing all aspects of WCCRC programs such as Child Care Services, Parent Services, Library and Training. The Manager, Programs & Services, WCCRC oversees and ensures service delivery is performed according to and within the mission, vision, and policies/procedural directions of Westcoast Family Centres Society (‘Westcoast’) as well as those set out specifically for Child Care Resource and Referral.

**Responsibilities**:

- Upholds the vision, mission and guiding principles of Westcoast.
- Participates in Board meetings as required.
- Regularly communicates with CEO, or delegate, around operational concerns.
- Contributes to strategic planning.
- Provides developmental leadership, supervision, evaluation and support to the Vancouver CCRR Programs & Services, and staff.
- Provides leadership and strategic oversight to the training and development of staff.
- Conducts regular one-to-one meetings, mitigating challenges that may arise.
- Provides bi-annual performance reviews.
- Supports on-going professional development.
- Acts as critical support during incidents and crisis situations.
- Develops, reviews annually, and revises as necessary, program policies and procedures in consultation with the CEO, or delegate, and program staff.
- Ensures implementation of program policies and procedures in delivery of program services.
- Assumes professional case responsibility for the quality of work completed by staff.
- Maintains communications with funders and contract managers, (COV/Provincial).
- Collaborating with leadership on the submission of funding requests and statistics, and financial reports.
- Participates in the annual development of the Community Gaming Fund Application.
- Participates in the financial management, monitoring & evaluation of Vancouver CCRR by Maintaining an understanding of the finances for the CCRR programs including contracts and reporting.
- Provides support to the auditing process as necessary.
- Supports the development and monitoring of the budget in collaboration with Director, Finance.
- Participates in workforce planning, recruitment, hiring, and orientation of new staff.
- Responsible for organizing and participating in regular team meetings.
- Provides updates to Programs & Services team at monthly leadership meetings.
- Upholds the parameters of the Collective Agreement and Westcoasts’ policies and procedures.
- Acts as a reliable and trusted presence in the Child Care and Early Learning sector and is dedicated to visible leadership.
- Actively collaborates with the child care and early learning community to contribute to building and strengthening the sector in Vancouver and across British Columbia, while providing leadership for innovative programming and services.
- Advocates on behalf of the organization and greater community through a changing political environment.
- Upholds compliance to legislation and regulations within the workplace and in service delivery.
- Participated in Westcoasts’ agency accreditation and quality assurance of service delivery.
- Collects client and stakeholder feedback to ensure consistent quality of service.

- Strong organizational skills and ability to work well under pressure.
- Passionate about children, early years educators and families while maintaining comprehensive knowledge of child care issues, trends, and practice.
- Demonstrated ability to develop program related reference and resource materials.
- Strong interpersonal and mentoring skills, with experience in supporting staff in maximizing their professional growth and performance capacity.
- Experience in program planning and budget management.
