Reporting to the Director of Finance, the Payroll and Benefits Supervisor helps us make a difference in our community by maintaining and improving end-to-end payroll systems. This position requires strong interpersonal skills to provide excellent service to staff and leaders across the organization and the ability to identify and implement efficiencies in payroll processes. The Payroll and Benefits Supervisor will play a critical role in ensuring Beacon payroll processes comply with BC Employment Standards, Beacon policies and procedures, and multiple collective agreements. They will also provide leadership and support to the payroll team, providing training and guidance as necessary.

**DUTIES AND RESPONSIBILITIES**:

- ** Payroll Processing**: Oversee the end-to-end payroll process, including bi-weekly payroll runs, ensuring all employees are paid accurately and on time, provide payroll backup and support as needed.
- ** Benefits**:Provide guidance on benefit entitlements, handle inquiries from employees and benefit providers, reconcile premium and contribution submissions with payroll deductions, and prepare annual reports for benefits providers.
- ** Compliance**: Ensure payroll practices comply with BC Employment Standards, as well as employee policies and collective agreements (BCNU, BCGEU - standalone). Stay updated on changes in payroll laws and regulations.
- ** Supervision**: Oversee and support the Payroll Specialist, providing training, guidance, and performance evaluations.
- ** Systems Management**: Maintain and update payroll systems, ensuring data integrity and security. Collaborate with the payroll provider (Payworks), HR, and IT to implement system upgrades and enhancements.
- ** Reporting**:Responsible for payroll reports for internal and external purposes, including labour cost reporting for funder submissions and analysis to management as needed.
- ** Issue Resolution**: Address and resolve payroll-related inquiries and issues from employees and management promptly.
- ** Data Integrity**: Conduct regular audits of payroll procedures and records to ensure data accuracy, completeness, consistency and validity.
- ** Reconciliation**:Reconcile payroll accounts monthly and prepare necessary adjustments.
- ** Service Orientation**: Provide excellent service to resolve employee inquiries and support management with information about collective agreements, employee policies, and BC Employment Standards.
- ** Process Improvement**: Identify and implement process improvements to enhance efficiency and accuracy in payroll operations.
- ** Collaboration**: Work closely with the payroll provider, Finance, HR, and other departments to ensure seamless integration and operation of payroll systems.
- ** Training**: Provide employees with training to ensure effective payroll processing and proficient use of payroll systems.
- ** Audit**: Provide external auditors with required documentation, explain payroll processes, and address any audit queries for the organization’s annual financial statement audit.

**EDUCATION AND EXPERIENCE**:

- Payroll Compliance Practitioner (PCP) designation or Certified Payroll Manager (CPM) designation.
- Minimum of 5 years of experience in payroll processing, with at least 2 years in a supervisory role.
- Experience with payroll system implementations (Payworks software experience an asset).
- Degree or diploma in accounting, Finance, Business Administration, or a related field an asset.
- Experience processing payroll in a mixed union and non-union environment is also considered an asset. =

**SKILLS AND ABILITIES**:

- Excellent analytical, problem-solving and critical thinking skills
- Strong communication skills, both written and verbal
- Strong organizational skills and the ability to manage multiple competing priorities
- Excellent interpersonal skills with the ability to build and maintain strong relationships
- Ability to work both independently and as a member of a team
- Skilled in the use of MS 365 (Teams, Excel, Word, Outlook, etc.)
- Ability to handle sensitive and confidential information with discretion
