The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and private cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
- Oversee the day-to-day operations of recruitment and onboarding.
- Manage the hiring process to ensure compliance with collective bargaining agreement, AGCO policies, and employment legislations (Human Rights Code) and support AGCO's Diversity, Inclusion & Accessibility strategies.
- Ensure applicable policies and procedures reflect best practices that best ensure an inclusive and positive experience.
- Analyze recruitment metrics and recommend strategies to achieve quality of hire, time to fill and other relevant Key Performance Indicators.
- Lead procurement activities and manage vendor relations to drive return on investments.
- Establish unit objectives, priorities, work plans and deadlines to ensure that resources are appropriately allocated.
- Evaluate performance of staff and identify corrective action and/or training and development requirements.
- Identify and evaluate training needs in their respective branch/team to support the development of a smart risk culture at the AGCO.
- Support the AGCO's Enterprise Risk Management program by engaging in regular conversations related to risk management in their respective branch, and on a quarterly basis, contributing to and reviewing the divisional risk register.
- A university degree in HR, or business administration, or equivalent work experience.
- CHRL designation through HRPA.
- Strong practical knowledge of ESA, OH&S, Human Rights and other related legislation/regulations.
- 5+ years of experience in HR in a unionized setting, preferably with a specialized focus in talent acquisition, and 3+ years of experience in leading the talent acquisition function with supervision of team members.
- Strong data proficiency to make data-driven goals and decisions.
- Advanced working knowledge of Ontario Public Service (OPS) HR policies and procedures.
- Working knowledge of compensation and job evaluation.
- Applied knowledge of change management principles and methodologies.
- Experienced in establishing organizational recruitment and talent pipeline strategies.
- Experience working with an applicant tracking system, with implementation/optimization experience strongly preferred.
- Strong verbal and written communication skills.
- Ability to meet deadlines and prioritize a workload that is aligned with the team strategy.
