Job Profile The City of Cambridge is currently seeking an Administrative Penalty Screening Officer - Part-time (Temporary Approx. пания 11 months). Reporting to the Manager of Municipal Bylaw Compliance, the Administrative Penalty Screening Officer (APSO) is responsible for conducting fair, impartial, and independent reviews of administrative penalties issued under the City’s municipal bylaw enforcement programs. The APSO exercises sound judgment and applies relevant legislation, policies, and procedures to ensure transparency, consistency, and procedural fairness throughout the administrative penalty screening process. Key Responsibilities include, but are not limited to: What you will be doing Conducts online and in person screening reviews in accordance with the City of Cambridge Administrative Penalty System bylaw, City by-laws, legislation, policies, and procedures. Review cases via written submissions provided electronically, ensuring accessibility for individuals with diverse needs. Reviews relevant documentation필 (e.g., penalty notices, notes, submitted statements and/or supporting documents) and independently renders decisions including cancelling, reducing, affirming, and extending time to pay penalty fees. Enters, posts, and balances/reconciles fine payment data to the penalty notice management system. Investigates and resolves discrepancies in penalties and revenue. Downloads electronic penalty notice data files to the Penalty notice management system. Reviews, verifies, corrects, uploads, and reconciles data as required. Prepares and distributes written decisions. Summarizes meeting notes and inputs to the case management. Prepares and presents submissions and subject matter expertise as a representative of City of Cambridge at hearing reviews. Liaises with the Financial department regarding refunds and remittances. Monitors outstanding orders and transmits defaulted files to the defaulted fines liaises with Finance. Recommends ways to improve existing procedures and methods. Prioritizes work per policy and legislated deadlines. Educate and inform the public about City of Cambridge by-laws, policies, and Administrative Penalty System processes using inclusive communication strategies. Engage with diverse communities to foster trust and understanding of administrative processes. Employ conflict resolution strategies that prioritize de-escalation and respectful dialogue. Uphold integrity, honesty, and procedural fairness while addressing barriers to equitable outcomes. Participate in training, mentoring, and initiatives that promote fairness and inclusion within the Administrative Penalties System framework. Perform other duties as assigned. Education 2-year Diploma. Law Clerk, Legal Office Admin, Community Justice Services or Court Services. Experience and Knowledge At least 1 year of experience in interpreting and applying legislation, by-laws, policies, regulations, and/or Administrative Penalty System processes and procedures. Experience in administrative law, adjudication, or mediation. Membership in the Society of Ontario Adjudicators and Regulators (SOAR) and/or the Law Society of Ontario is preferred. Location of Position This position works out of City Hall, 50 Dickson Street, Cambridge, Ontario. Worker Health and Safety Awareness Training certificate from the Ministry of Labour. (may be obtained post offer) Valid G driver's license. Current and valid Police Criminal Record and Judicial Matters Check to be provided prior to commencement in this position. Rate of pay This position is within the Non-Union Salary Schedule and has an hourly rate of $42.00 per hour. Hours of work Three days perphi week, 8:30 a.m. to 4:30 p.m. (21 hours per week).
