Reporting to the Senior Director, Strategic Finance, this position oversees the Contract Management Unit (CMU).

As the Manager, you will be responsible for:

  • Providing a leadership role on the Ministry's contracting policies and processes.
  • Development, implementation, and continuous improvement of contracting policies and processes.
  • Overseeing the review of contracts, ensuring compliance with trade agreements, and GoA and Ministry policies.
  • Leading and facilitating Contract Review Committee (CRC) meetings.
  • Developing, validating, and presenting reports on procurement and contracting trends to the CRC.
  • Providing expert knowledge and advice on the Ministry's procurement policies and process, and GoA Procurement Accountability Framework.
  • Overseeing the accurate and timely preparation of all internal and external contract reports for the ministry.
  • Performing complex reviews and analyses on procurement and contracting documents and developing and implementing necessary action plans to minimize the Ministry's exposure to procurement risk.
  • Identifying and addressing higher-risk procurement activities and providing solutions for complex contracting issues.
  • Providing expert advice and recommendations to program areas, addressing non-compliance and risks in contracting processes.
  • Recommending, developing, and implementing continuous improvements to the Ministry's contracting policy and processes.
  • Educating and guiding ministry staff on procurement and contracting policies and requirements.
  • Coordinating the preparation of quarterly and year-end instructions and work plans.
  • Representing the Ministry in GoA-wide procurement committees and working groups.

Minimum Requirements:

  • University Graduation in a related field; plus 4 years of relatable experience.
  • Equivalency: Directly related education or experience considered on the basis of:
    • 1 year of education for 1 year of experience; or
    • 1 year of experience for 1 year of education
  • Experience presenting and facilitating recommendations and management meetings.
  • Knowledge and relevant experience on contract and procurement law.
  • Knowledge of government legislations.
  • Supervisory experience of at least 2 years.
