Summary:
Reporting to the Director, Occupational Health, the Manager, Disability and Attendance Management leads the day-to-day operations of the Duty to Accommodate-Disability Management and the Disability and Attendance Management team by providing supervision and guidance to team members and is the key organizational contact for disability management issues. The Manager has overall responsibility for the development, administration and evaluation of Disability Management programs/projects throughout Providence Health Care (PHC). The position ensures adherence to processes such as EDMP and DTA and consistency of practice, procedure and evaluation of outcomes across PHC; supports the provision of a safe and healthy workplace through the development and enhancement of disability management and attendance promotion programs with a focus on primary and secondary prevention strategies.

Duties and Responsibilities:
  1. Manages the day-to-day operations of the Disability and Attendance Management team by providing leadership to team members through supervision, guidance, orientation and coaching.
  2. Facilitates resolutions to work issues.
  3. Assesses and monitors resource allocation within team and coordinates priorities and reviews status to ensure effective service delivery.
  4. Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with client needs and Occupational Health and People strategies.
  5. Fosters team spirit and cooperation.
  6. Recruits, mentors, coaches and develops team members and promotes cooperative working relationships within human resources and across other corporate departments.
  7. Provides regular and timely updates to the Director, Occupational Health on emerging issues and trends, and staff activities.
  8. Designs, implements and evaluates the designed programs/policies according to evidence-based resources including comprehensive needs assessments, WSBC/LTD requirements, analysis of statistics, and current research literature in the areas of Disability Management.
  9. Monitors and reviews all case management issues to ensure adherence to EDMP and DTA processes etc. and consistency of practice, procedure and evaluation of outcomes across PHC.
  10. Identifies service gaps and inconsistencies, make recommendations and implements approved change.
  11. In conjunction with the Director, Occupational Health, identifies, develops, implements and actions goals and objectives for the Duty to Accommodate-Disability Management Advisors, and Coordinator, Disability and Attendance Management team to optimize resources and ensure a coordinated and consistent provision of expertise, advice and support to the organization.
  12. Liaises closely with the Director, Occupational Health to coordinate and ensure consistent practices between PHC overall.
  13. Utilizes expert knowledge of applicable current employment and labour regulations, statutes and collective agreements and PHC organizational policies and practices to counsel, guide and provide expert advice to line management and the HR team(s).
  14. This counsel, advice and guidance includes medical case management, managing employee absence due to occupational and non-occupational illness or injury; and managing duty to accommodate process including negotiating, approval and sign off of DTA agreements in accordance with PHC Terms & Conditions/ policies/ procedures/ standards.
  15. Provides PHC HR representation, leadership or guidance on a variety of internal and external committees, meetings or working groups.
  16. Develops and maintains effective working relationships with other Leads within human resources, providing consultation and advice on disability, wellness and attendance management matters as required.
  17. Develops strategies and provides necessary direction to resolve human resource and operational issues.
  18. Develops strategic alliances with Senior Leadership Team members, Directors, Leaders/Managers and Supervisors and promotes consistent and best practices.
  19. Represents PHC in court proceedings (e.g., ICBC cases) and human rights tribunals as required including liaising with legal counsel.
  20. Works with HR Managers and HR Partners and/or legal counsel to gather and prepare evidence to support the Employer's position in arbitral proceedings regarding sick leave, GRTWs and accommodations and/or meets with arbitrators to review HEU files in situations where the Employee is challenging an accommodation decision.
  21. Maintains communications and relationships with key internal and external stakeholders (e.g., GWL, HBT, WSBC, Human Resources, Unions, other Health Authorities, etc).
  22. Works with Director to develop and evaluate the overall goals, objectives and operations of the team to support the People strategy.
  23. Sets performance expectations and conducts regular staff performance reviews, identifying areas requiring improvement and taking follow up action as required to address performance problems.
  24. Coordinates, researches and completes reports on specific subjects such as trends, and organizational human resource issues as required, or as assigned.
  25. Builds business cases for new program components and presents, with the Director, to the Senior Leadership Team for approval.
  26. Ensures awareness of all current and prospective legislative and regulatory issues and communicates where appropriate to the organization.
  27. Develops and implements appropriate occupational health training and developmental programs to meet PHC objectives and to educate line management and the HR team on the occupational health issues, practices, standards, and trends.
  28. Performs Duty to Accommodate-Disability Management Advisor duties for a limited portfolio including promoting return to work efforts, early identification of disability claims for the coordination of services and developing modified and/or alternate work opportunities to mitigate absences due to non-occupational injury and/or illness.
  29. Participates in budget planning for the department and monitors and tracks expenditures for assigned area as applicable.
  30. Promotes continuous learning and keeps abreast of emerging trends in job markets and best recruitment practices in a competitive market place by reviewing journals, newspapers and websites, and attending approved seminars or conferences.
  31. Performs other related duties as required.

Qualifications / Skills and Education:
  1. A level of education, training and experience equivalent to a Master's Degree in disability management or a relevant health care field.
  2. Seven (7) years recent, related experience as a senior Disability Management Professional, preferably in a health care setting, in a large complex unionized environment including experience in program development, implementation, marketing and evaluation at the supervisory level, or an equivalent combination of education, training and experience.
  3. Certification as a Disability Management Professional is an asset.
