The Organization

The Great Lakes Pilotage Authority ("GLPA") is a non-agent Crown corporation of the Government of Canada. Working in partnership with key stakeholders, the GLPA, under the Pilotage Act, is to establish, operate, maintain and administer, in the interests of safety of navigation, an efficient pilotage service within the region set out in respect of the Authority. Its Vision is to be a leader in marine pilotage services that ensures the safe, efficient, sustainable and reliable movement of goods through the Great Lakes region.

Responsible for navigation in the Great Lakes region, it administers and monitors pilot licenses and a certification program to provide reassurance of the safe passage of ships in the region. It fixes fair and reasonable pilotage tariffs at a level that permits them to operate on a self-sustaining financial basis.

The Authority is governed by a Board of Directors composed of a Chairperson and six other Directors. All are part-time members and appointed by the Governor-in-Council.

Reporting to the Board of Directors, this is a unique opportunity to provide leadership and direction to ensuring the reliable movement of goods throughout the Great Lakes region as the next Chief Executive Officer.

The Chief Executive Officer (CEO) is accountable for providing strategic guidance, oversight and leadership for the effective stewardship of the resources and assets of the Great Lakes Pilotage Authority (the GLPA or the Authority). Importantly, the CEO operates an efficient and financially self-sufficient pilotage service that ensures the safety of piloted and encountered ships, their crews and cargo; and safeguards the physical and environmental protection of Canadian waters and shorelines during the movement of large vessels through compulsory pilotage areas in the Great Lakes region.

Key Responsibilities

  • Provides executive leadership in the development and execution of a corporate vision and strategy, annual business plans and budgets, objectives, policies and pilotage regulations for Board approval to ensure the Authority’s commercial viability and its ability to meet the government’s socio-economic/maritime safety and environmental policy agenda.
  • Eliminates or minimizes marine accidents and incidents by ensuring that the Pilotage Act and Authority by-laws, policies, regulations, strategies, training standards and certification requirements are uniformly understood, properly interpreted, and correctly applied by all employees, Pilots, Canadian Navigation Officers and contractors and by working closely with the U.S. Coast Guard, the U.S. and Canadian Seaways and Transport Canada Marine Safety.
  • Achieves the Authority’s financial self-sustainability and service performance objectives by developing multi-year forecasts of Pilot assignment demands; hiring, developing and maintaining the optimal number of Pilots; and rapidly adjusting to changing customer Pilotage traffic levels and patterns during the year within the confines of four collective agreements.
  • Obtains approvals for tariff changes that meet the Authority’s needs without undue resistance through comprehensive consultations with industry and working closely with government.
  • Achieves customer satisfaction and operations objectives and creates a solid reputation by personally establishing, maintaining and effectively using relationships with customers, employees, Pilots, government, public and media relations with particular emphasis on achieving workable Authority arrangements with pilotage users and advantageous collective agreements/contracts with the Pilots.
  • Develops and maintains effective relations with Indigenous peoples located along the St. Lawrence and the Great Lakes up to Thunder Bay, as well as the Port of Churchill in the eastern Arctic, to achieve the goals of the Authority and the objectives of the Oceans Protection Plan.
  • Provides pilotage policy guidance to the Board and Transport Canada to adopt legislation and regulations in keeping with Government priorities and/or emerging developments.

Main Challenges

One of the major challenges is to deal with issues raised by shipping companies (domestic and foreign) regarding their interests in containing and reducing costs. The CEO will also face challenges raised by representatives of the Pilots and environmentally focused groups whose interest lie in either promoting the financial interest and/or maintaining safety in the environmentally sensitive eco-system of restricted navigable waters. Due to the nature of this position, the CEO will be required to travel to a considerable degree and their decisions will be subject to public scrutiny.

Ideal Profile

Qualifications, Experience and Requirements

  • University degree in Business Administration or other equivalent university degree: Master's in business administration an asset.
  • Minimum of 15 years of experience in a similar role, ideally in public organizations with a level of complexity in all areas of the responsibilities of the position.
  • Travelling to some extent is required (national and international).
  • Fluently Bilingual.

  • The CEO must find innovative and effective solutions based on the acquisition, analysis, interpretation and evolution of data and more subtle behavioral insights to address real or potential situations requiring consideration and action.

Leadership

  • The CEO must display intellectual and strategic leadership in establishing the direction of the Authority and in personally promoting national, regional and local safety, and economy and sustainability in maritime shipping practices and environmental regulations and Indigenous people relations.

Flexibility

  • The success of this position is attributed to the individual’s ability to develop alternate plans and/or modify their personal behaviour to achieve the desired outcome.

Impact and Influence

  • As the leader and spokesperson for the Authority, the incumbent must exhibit those personal and professional characteristics that will allow him/her to establish credibility and respect both within and outside the organization resulting in the other party’s understanding and acceptance of the organization’s policy and operational initiatives.

Listening, Understanding and Responding

  • The CEO must use the skills of “active listening” to be able to identify both verbal and non-verbal signals during discussions and negotiations to obtain a true reading of the interests and positions of other party.
