About the Organization
The Great Lakes Pilotage Authority ("GLPA") operates as a non-agent Crown corporation under the Government of Canada. In partnership with essential stakeholders, the GLPA is tasked with establishing, operating, and maintaining an efficient pilotage service, ensuring the safety of navigation within its designated region as outlined in the Pilotage Act. The Authority's Vision emphasizes leadership in marine pilotage services, promoting the safe, efficient, sustainable, and reliable transportation of goods through the Great Lakes.
Responsible for overseeing navigation in the Great Lakes, the GLPA administers pilot licenses and certification programs, ensuring the safe passage of vessels. It also sets fair pilotage tariffs to maintain a self-sustaining financial model.
Governed by a Board of Directors, which includes a Chairperson and six additional Directors, all part-time and appointed by the Governor-in-Council, the Authority seeks a visionary leader to report directly to this Board.
The Chief Executive Officer (CEO) will provide strategic oversight and leadership, ensuring the effective management of the GLPA's resources and assets. The CEO's role is crucial in operating a financially independent pilotage service that guarantees the safety of ships, their crews, and cargo, while also protecting the physical and environmental integrity of Canadian waters during the transit of large vessels through compulsory pilotage areas.
Key Responsibilities
- Deliver executive leadership in crafting and executing a corporate vision, annual business plans, budgets, objectives, policies, and pilotage regulations for Board approval, ensuring the Authority's commercial viability and alignment with government socio-economic and environmental policies.
- Minimize marine accidents by ensuring comprehensive understanding and application of the Pilotage Act, Authority by-laws, and training standards among all employees, Pilots, and contractors, while collaborating closely with relevant governmental bodies.
- Achieve financial self-sustainability and service performance goals by forecasting pilot assignment demands, managing pilot recruitment and development, and adapting to fluctuations in customer traffic.
- Facilitate tariff adjustments through thorough consultations with industry stakeholders and government, ensuring the Authority's financial needs are met.
- Enhance customer satisfaction and operational objectives by fostering strong relationships with customers, employees, Pilots, and media, focusing on effective arrangements with pilotage users.
- Build and maintain effective relationships with Indigenous communities along the St. Lawrence and Great Lakes to support the Authority's goals and the Oceans Protection Plan.
- Provide policy guidance to the Board and Transport Canada to ensure alignment with government priorities and emerging developments.
Main Challenges
The CEO will navigate challenges from shipping companies regarding cost containment and from Pilot representatives and environmental groups focused on safety and ecological concerns. This role requires significant travel and decision-making under public scrutiny.
Ideal Profile
Qualifications, Experience, and Requirements
- A university degree in Business Administration or a related field; a Master's degree is advantageous.
- A minimum of 15 years of experience in a similar leadership role, preferably within public organizations with complex responsibilities.
- Willingness to travel nationally and internationally.
- Fluency in both English and French is required.
