Organization Overview
The Great Lakes Pilotage Authority (GLPA) operates as a non-agent Crown corporation under the Government of Canada. It plays a pivotal role in ensuring safe navigation through the Great Lakes by establishing and maintaining an efficient pilotage service. The Authority's vision is to lead in marine pilotage services, ensuring the secure, efficient, and sustainable transport of goods across the Great Lakes.
Tasked with overseeing navigation in the Great Lakes, the GLPA administers pilot licenses and certification programs, ensuring the safe passage of vessels. It is responsible for setting fair pilotage tariffs that support its self-sustaining financial model.
The Authority is governed by a Board of Directors, which includes a Chairperson and six part-time Directors appointed by the Governor-in-Council.
As the next Chief Executive Officer, you will report directly to the Board of Directors, providing leadership and strategic direction to facilitate the reliable movement of goods throughout the Great Lakes.
Key Responsibilities
- Lead the development and implementation of corporate vision, strategies, annual business plans, and budgets to ensure the Authority's commercial viability and alignment with government maritime safety and environmental policies.
- Enhance marine safety by ensuring compliance with the Pilotage Act and Authority regulations, fostering a culture of safety among employees, pilots, and contractors.
- Drive financial sustainability and service performance by forecasting pilot assignment demands and managing pilot resources effectively.
- Facilitate tariff adjustments through comprehensive consultations with industry stakeholders and government entities.
- Build and maintain strong relationships with customers, employees, pilots, and the media to enhance the Authority's reputation and operational effectiveness.
- Engage with Indigenous communities along the Great Lakes to support the Authority's objectives and the Oceans Protection Plan.
- Provide policy guidance to the Board and Transport Canada to align with government priorities.
Main Challenges
The CEO will navigate challenges related to cost containment raised by shipping companies and safety concerns from pilot representatives and environmental groups. The role requires significant travel and public engagement, with decisions subject to scrutiny.
Ideal Candidate Profile
Qualifications and Experience
- A university degree in Business Administration or a related field; an MBA is an asset.
- A minimum of 15 years of experience in a similar leadership role, preferably within public organizations.
- Willingness to travel nationally and internationally.
- Fluency in both English and French is required.
