About the Organization

The Great Lakes Pilotage Authority ("GLPA") operates as a non-agent Crown corporation under the Government of Canada. In partnership with key stakeholders, the GLPA is tasked with establishing, operating, and maintaining an efficient pilotage service to ensure safe navigation within its designated region. The Authority's Vision is to lead in marine pilotage services, ensuring the safe, efficient, sustainable, and reliable transport of goods through the Great Lakes.

As the governing body for navigation in the Great Lakes, the GLPA administers pilot licenses and a certification program, ensuring the safe passage of vessels. It also sets fair pilotage tariffs that allow for self-sustaining operations.

The Authority is overseen by a Board of Directors, which includes a Chairperson and six additional Directors, all of whom are part-time members appointed by the Governor-in-Council.

Reporting directly to the Board, the next Chief Executive Officer will play a pivotal role in leading and directing the reliable movement of goods throughout the Great Lakes region.

The CEO is responsible for providing strategic direction, oversight, and leadership for the effective management of the GLPA's resources and assets. The role requires operating a financially self-sufficient pilotage service that guarantees the safety of vessels, their crews, and cargo, while also protecting the physical and environmental integrity of Canadian waters during the transit of large vessels in compulsory pilotage areas.

Key Responsibilities

  • Deliver executive leadership in formulating and executing a corporate vision, annual business plans, budgets, objectives, policies, and pilotage regulations for Board approval, ensuring the Authority's commercial viability and alignment with government socio-economic and environmental policies.
  • Minimize marine accidents by ensuring comprehensive understanding and application of the Pilotage Act and Authority regulations among all stakeholders, including employees, Pilots, and contractors, while collaborating closely with the U.S. Coast Guard and Transport Canada Marine Safety.
  • Achieve financial self-sustainability and service performance by forecasting pilot assignment demands, optimizing pilot staffing, and adapting to changing customer traffic patterns throughout the year.
  • Facilitate tariff adjustments through thorough consultations with industry stakeholders and government entities.
  • Enhance customer satisfaction and operational objectives by fostering strong relationships with customers, employees, Pilots, and the media, focusing on collaborative arrangements with pilotage users.
  • Develop and maintain effective relations with Indigenous communities along the St. Lawrence and Great Lakes, contributing to the goals of the Authority and the Oceans Protection Plan.
  • Provide policy guidance to the Board and Transport Canada to ensure alignment with government priorities and emerging developments.

Main Challenges

One significant challenge will be addressing concerns from shipping companies regarding cost containment while balancing the interests of Pilots and environmental groups focused on safety in sensitive ecosystems. The CEO will also be required to travel frequently, with decisions subject to public scrutiny.

Ideal Profile

Qualifications, Experience, and Requirements

  • A university degree in Business Administration or a related field; a Master's degree is advantageous.
  • A minimum of 15 years of experience in a similar leadership role, preferably within public organizations.
  • Willingness to travel nationally and internationally.
  • Fluency in both English and French is required.
