Position Summary

Reporting to the Staff Sergeant Staff Business & Strategic Initiatives, the Project Manager is responsible for managing the complete lifecycle of service-wide projects and supports the transition to operations. The position provides guidance, advice, and support to project participants and business partners. The successful incumbent identifies risks and develops mitigation strategies to support and ensure projects are adhering to the established timelines and within budget. In consultation with all project participants and business partners, the position resolves complex issues and manages interdependencies across related projects. As the Project Manager, you will provide direct support to clients, including project progress monitoring and reporting, project documentation development, and assistance at various stages of the project lifecycle. They will oversee and manage various enterprise projects.

Duties, but not limited to:

  • Provides direction and advice to cross-functional project teams and business partners, identifies risks and develops mitigation options to ensure projects are completed in a timely manner and within budget.
  • Collaborates with internal and external project participants, business partners, and technical teams to gather project requirements through workshops and translating identified requirements into actionable technical designs and plans.
  • Supports the Project Management Office (PMO) and its clients with project progress monitoring and reporting, project documentation development, and assistance at various stages of the project lifecycle.
  • Fosters a collaborative work environment, sets clear goals, and ensures effective communication among team members to ensure projects are delivered both on-time and on-budget.
  • Identifies potential risks and challenges throughout the project lifecycle and develops effective mitigation strategies to proactively address project roadblocks to keep projects on track.
  • Schedules and conducts project meetings, including assignment of tasks to other cross-functional team members. Provides regular updates to project team members, business partners, and management, ensuring project milestones are met.
  • Leads and manages large Service-wide projects and change initiatives through all project phases starting from definition through planning, implementation, and close out, while ensuring successful project delivery.
  • Maintains effective communication with project participants and business partners providing regular updates on project progress, milestones, and challenges.
  • Works closely with external vendors and partners, overseeing their deliverables, assisting with contracts, and ensuring compliance with project requirements.
  • Implements quality assurance processes to validate technical deliverables and ensure they meet established standards and user requirements.
  • Develops and maintains comprehensive project documentation, including Project Charter, Project plans, Statement of work, Communication Plan, Technical Specifications, Progress Reports, issues and risk register, and post-implementation reviews.
  • Drives process improvements and implements best practices in project management methodologies to enhance project efficiency and outcomes. Works with the Strategic Initiatives team in the development and implementation of templates, procedures, and processes.
  • Supports and assists in building Service-wide knowledge and capacity on project management principles including in-service education. Ensures projects are delivered using Project Management principles and standards.
  • Other duties as assigned.

Education & Experience:

  • Minimum three (3) year University degree in Strategic Management, Business Administration, Computer Science, or a related field is required.
  • A Project Management Professional (PMP) certification (from the Project Management Institute) is required.
  • Minimum five (5) years of experience in project management.
  • Proven extensive experience managing a wide range of strategic projects, programs, and portfolios demonstrating a proven track record of successful project delivery and team leadership.

  • Expert level experience with Agile/Waterfall methodology.

  • Proficient in project management methodologies and tools, including MS Project, MS Visio, Excel, and PowerPoint.
