Position Summary

Reporting to the Commercial Director the Contracts and Subcontract Manager will be responsible for providing oversight for all contract management activities on all key strategic projects. The position requires the Contracts and Subcontract Manager to report to the senior leadership on the strategic projects on the status of the assigned project, develop and approve contracting strategies, sourcing, negotiation, award and execution.


Responsibilities

  • Developing and implementing contract management strategies to manage with the Construction Joint Venture Contract and all related Project Agreement obligations, while downstream managing systems scope contractual obligations and responsibilities.
  • Provides direction on legal and contractual matters to the Project team to ensure scopes of work align with the contractual obligations.
  • Leads the design and implementation of an effective change management process and contract close-out plan that minimizes the time necessary to achieve Substantial Completion of contracts.
  • Guides, mentors and provides functional supervision to the project's integrated Contract Management team.
  • Establishes and implements processes which eliminate or reduce the project's exposure to identified or developing execution risk.
  • Provides support by assessing technical impact of claim and providing data to support and defend the Construction Joint Venture position.
  • Responsible for developing and implementing contract specific financial control, reporting routines and audit processes where required for high value and/or high-risk contracts types
  • Ensures compliance of all contract management related matters with project delivery system policies, legal and regulatory requirements, insurance, finance, tax, and health, safety and environmental (HSE) requirements.
  • Manage the interfaces and ensuring effective communication between the various functional areas within the Project as it relates to both the procurement of goods and services and the execution of all awarded contracts.
  • Provides technical expertise to support the negotiations of major/complex contracts
  • Accountable for ensuring contractors and subcontractors deliver and execute in accordance with terms of their obligations and scope of work.
  • Provide oversight and monitor performance with respect to fabrication schedules, deliverables lists, inspection and test plans, logistics plans, etc. such that issues can be identified early and resolved quickly


Education and Qualifications

  • Accredited degree or equivalent in Business, Engineering, Construction Management, or Business Law
  • Ten (10) years of contract management, subcontract administration, and procurement experience supporting construction projects and at least five (5) years of work experience
  • 5+ years of technical engineering skills in Transit or infrastructure large projects.
  • Experience in formulating strategies for individual contracts and experience with Government contracts.
  • Experience developing and negotiating contract terms and conditions specifically for contracts, construction, and professional services on a Lump Sum, Unit Price, and cost reimbursable basis
  • A team-oriented mindset, with the ability to schedule and manage multiple tasks and meet tight deadlines.
  • Successful experience in forming strong and collaborative relationships with clients and internal team members across a broad geographical reach.
  • Strong understanding of contracting principles and legal terms and conditions
  • Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
  • Experience in creating Request for Proposal (RFP)/Contract packages and interfacing with multiple disciplines in their creation
  • Strong working knowledge of Contract or Construction Law
  • Knowledge of Contract Management software
  • Attention to detail and self-motivated
  • Strong communication (written and verbal), interpersonal and teamwork skills. Technical writing skills needed to support development of technical reports, tools, support documents, and training materials.
  • Excellent negotiating, interpersonal, and communication skills
  • Excellent computer and software skills, including Word, Excel, Power Point, Lotus Notes, or Outlook
  • Proficient with the MS Office suite of products.
