JOB SUMMARY:

UNDER THE DIRECT SUPERVISION OF THE OPERATIONAL RISK AND HEALTH & SAFETY (H&S) MANAGER, THE H&S TECHNICIAN WILL IDENTIFY OPERATIONAL, PHYSICAL AND ENVIRONMENTAL FACTORS THAT MAY CAUSE OR CONTRIBUTE TO INCIDENTS, ACCIDENTS OR INJURY TO STAFF, STUDENTS AND VISITORS; TO GUIDE AND INFORM THE H&S COMMITTEE AND VARIOUS COLLEGE DEPARTMENTS OF APPROPRIATE CORRECTIONS REQUIRED AND THE APPROPRIATE BEHAVIOURS SO AS TO ENSURE A HEALTHY AND SAFE WORKPLACE.


DUTIES AND RESPONSIBILITIES:

  • Identifies and evaluates risks and carries out risk assessments associated with the physical, chemical and biological hazards in the workplace and recommend changes/mitigation strategies to control or eliminate these hazards
  • Aids in establishing, implementing and enforcing internal Health & Safety (H&S) policies and procedures
  • Aids in maintaining and updating H&S related databases (i.e. chemical safety)
  • Provides support and coaching to the Joint H&S committee, teams, project teams, employees and contractors in the area of H&S and the environment
  • Responds to employee questions and concerns
  • Inspects the workplace for safety and health hazards including but not limited to means of egress, emergency exits, work sites, and provides feedback to supervisor
  • Inspects safety equipment and keeps registers/logs/reports up to date and makes recommendations for maintenance, repairs and/or replacement as necessary
  • Investigates workplace accidents or illnesses
  • Develops and implements safety statistics reporting
  • Aids in identifying health and safety needs with regard to training, programs and procedures and takes steps to ensure compliance with legislation
  • Keeps up to date with new legislation and maintains a working knowledge of any developments that could affect the college (including but not limited to Occupational Health and Safety, Chemical Safety, Biological Safety, Construction Site Safety, Ergonomics, etc.)
  • Leads inhouse training with managers and employees regarding H&S issues and risks
  • Documents and reports on findings for improvement purposes
  • Provides support in the "Emergency Measure Protocol" (EMP) in the update, implementation and continued support of the college EMP, including responding to H&S emergencies as needed
  • Aids in the disposal process for hazardous substances (ewaste, chemicals, biological, sharps, etc.)
  • Participates in the H&S committee meetings
  • Prepares proactive H&S communications
  • Produces safety signage as necessary
  • Advises on a range of specialist areas such as fire regulations, hazardous substances, biological safety, chemical safety, noise levels, safeguarding machinery, and occupational diseases.
  • Liaise with external third parties
  • Other related tasks as assigned

QUALIFICATIONS:

Education
College diploma (DEC) in Occupational Health & Safety or equivalent, as recognized by the competent authority

Specific Requirements:

  • Strong written, presentation and verbal communication skills
  • Working knowledge of health and safety legislation and recognized industry standards
  • Proven ability to work autonomously (i.e. with mínimal supervision)
  • Excellent followthrough and followup skills
  • Excellent collaborative and conflict resolution skills
  • Ability to organize work efficiently, multitask and produce work under pressure
  • Superior initiative, interpersonal skills, diplomacy, patience and discretion
  • Relevant experience in a large organization an asset
  • VEGA software knowledge/experience an asset
- up to date WHMIS training (If not completed or recent, successful completion of WHMIS course must be completed before the first year of employment is completed)

  • ASP (construction site safety) training (If not completed, successful completion of the ASP course must be completed before the first year of employment is completed)
  • Ability to understand and analyze complex information and present it simply and accurately
