Position Summary:


The Manager, Parking Operations oversees all aspects related to Parking Operations at Toronto Pearson including both Terminal, off Terminal passenger vehicle parking and all designated employee parking services on campus.

The manager also oversees the operations of Valet Parking and Car Care services as well as all Parking operations and access control systems contractors to ensure the day-to-day parking requirements exceed passenger and partner expectations.

This position works closely with the Commercial team to ensure revenue targets are achieved and that spending costs are contained.

They also support the APM contingency planning and service delivery.

Key Accountabilities:

  • Manage and administer operations related to all GTAA owned parking facilities and the Employee Management Parking program to facilitate the delivery of maximum revenue and cost containment, all within a customercentric environment
  • Manage, monitor, and evaluate contractors, maintenance of Parking Access and Revenue Control System (PARCS) Equipment and Electric Vehicle Chargers
  • Develop and manage the Parking Operations O&M Budget
  • Collaborate with internal and external partners on the Vehicle of Interest program and the stolen vehicle prevention programs and the drive by mobile enforcement ticketing initiative
  • Collaborate in the development of business charters, project cards and business cases for parking needs
  • Lead Parking Operations Contractor RFPs and EOI's
  • Execute and monitor the development, communication and delivery of operational procedures, policies, standards, level of service and rule and regulations related to parking operations
  • Provide monthly reports on parking operations SLA achievements and implement recommendations for improvement
  • Build and employ the annual Operations Plan incorporating capital and noncapital requirements to address our Parking strategy
  • Monitor performance metrics and identify opportunities for operational improvements on roadways, parking garages, and designated passenger/employee parking lots.
  • Identify and report deficiencies and issues related to parking and groundside facilities
  • Develop recommendations for continued improvement of parking facilities including but not limited to processes, signage, and structure
  • Lead and oversee all project implementation related to parking operations
  • Analyze parking metrics and KPI's with Business Manager to rationalize changes in supply and demand of public/employee parking
  • Manage the complaint resolution process to ensure complaints are dealt with and resolved in a timely manner
  • Prepare and supervise contingencies for disruptions/ irregularities of the parking operation including construction
  • Liaise with the Terminal MOs and other internal partners to ensure day of parking mandates are addressed
  • Administer and manage Controlled Area Parking Permit (CAPP) and delegate parking program
  • Collaborate with internal and external partners to minimize impact of parkingled operational disruptions
  • Deliver on the people pillar to support and further the business' vision through building and development of diverse, multiskilled teams

Qualifications:

  • Postsecondary degree or diploma in business and/or facilities management or a combination of education and relevant experience.
  • 5 years' experience in parking and/or groundside operations environment or equivalent combination
  • 3 years' experience in people management and /or supervisory role
  • Demonstrated experience in a customer centric environment
  • Valid Ontario Driver's License
  • Obtain and retain a Transportation Security Clearance
