Definition:

The Indigenous Workforce Specialist, taking into consideration the Truth and Reconciliation Call to Action #92, and the City’s goal of achieving a representative workforce, develops and implements programs related to employment of Indigenous People. This includes developing and implementing programs for hiring, onboarding, internal movement, career development, engagement and succession planning specific to Indigenous employees.


Typical Duties:

  • Develops and implements short and long-term plans in response to the TRC Call to Action #92 for enhancing Indigenous employment and opportunities within the City of Saskatoon.
  • Identifies, develops, recommends and implements programs and strategies related to advertising, sourcing, recruitment, selection, promotion, ongoing education, skill upkeep/upgrading, career planning/mapping, succession planning, etc. of Indigenous people.
  • Collaborates with internal and external involved parties to identify barriers and opportunities and strategies to attract, employ and retain Indigenous people.
  • Partners with external community organizations and businesses to implement action plans related to employment of Indigenous people.
  • Develops, monitors, analyzes and reports organizational metrics to monitor progress and make recommendations towards organizational goals for Indigenous employment, at all levels.
  • Identify and applies for federal and provincial grants and funds available for the development and promotion of Indigenous employment.
  • Develops and maintains an active outreach network supporting Indigenous employment.
  • Works in partnership with internal leaders to review and recommend revisions to HR strategies, goals, policies, practices, services and programs in order to support Indigenous employment.
  • Consults with hiring managers and recommends actions that support Indigenous employment opportunities.
  • Develops and implements strategies with specific activities that support and enhance an inclusive workplace for Indigenous people.
  • Represents the City of Saskatoon at events external to the Organization.
  • Actively supports and participates in DEI programs and initiatives at the City of Saskatoon.
  • Performs other related duties as assigned.



Education, Training and Experience Requirements:

  • Degree in commerce, business administration, Indigenous Studies, or related field. Chartered Professional in Human Resources (CPHR) preferred.
  • Four to six years’ related experience in human resources with an emphasis on equity, diversity and inclusion, and work that contributes to Indigenous people’s equitable access to employment.
  • An equivalent combination of education and experience may be considered.
  • Knowledge of human rights, occupational health and safety and labour legislation, as well as experience working in unionized work environments.
  • Considerable and demonstrated knowledge and understanding of Indigenous traditional and contemporary cultures, political structure, history and lived experiences.
  • Considerable knowledge of the governance of Indigenous communities and protocols of engagement.
  • Demonstrated knowledge and understanding of the Truth and Reconciliation Calls to Action, Missing and Murdered Indigenous Women and Girls Calls for Justice, United Nations Declaration on the Rights of Indigenous People.
  • Demonstrated understanding of the impacts of colonization in Canada and experience working with organizations to decolonize policies and practices that sustain oppression against Indigenous Peoples using principles and practices related to equity, antiracism, collaboration, and advocacy for reconciliation.
  • Ability to build and maintain effective relationships and partnerships with external agencies, key parties in the Indigenous Community and other levels of government.
  • Demonstrated ability to express ideas and concepts effectively, orally and in writing, including formal presentations.
  • Ability to lead and facilitate meetings/training/sessions and work groups.
  • Demonstrated success working in a highly collaborative and team-based environments.
  • Ability to develop and maintain effective working relationship with a diverse range of individuals.
  • Strong learning agility, consultative approach, strategic influencing and partnering skills.
  • Strong project management skills.
  • Ability to exercise sound judgement and decision making in dealing with several unrelated situations and tasks.
  • Strong interpersonal and group relation skills, planning and organizing skills, problem solving and decision-making skills.
  • Ability to research, analyze and summarize reliable information to determine action required.
  • Strong change-management, leadership and consultation skills.
  • Ability to maintain confidentiality while handling sensitive information.
  • Ability to speak an Indigenous language would be considered an asset.
  • Possession of a valid Saskatchewan Class 5 Drivers Licence
