Director, Regulatory Certification Program (Delivery)

Fitch Learning is currently seeking Program Directors to support our Regulatory Certification efforts in our Toronto Office.

Fitch Learning provides services to support the design, development, and operational delivery of regulatory and professional exams around the world. As part of our growth in this space we are recruiting program directors with experience in the regulatory examination space in Toronto, Canada, with a focus on leading the implementation of operational and technology solutions for exam delivery.

We’ll Count on You To:

Executive

Partners with the Fitch Learning Leadership Team in the development of strategic goals and objectives. Creates and supports a workplace culture of caring, purpose, and results, ensuring collaborative, strategic, and values-based decision-making that results in high team morale, cross-departmental engagement, and effective customer service. Advocate for and implement systems, policies, and processes that support organizational excellence and ensures change is implemented with clear and direct change management steps. Attend Steering Committee and Governance meetings as requested and/or prepare and present reports to senior project stakeholders.

Build and Deliver

Lead the implementation project and ongoing delivery relationships with our stakeholders, including clients (regulatory organisations), critical vendors, and the governance groups. Lead a multi-disciplinary team to deliver against our client’s requirements and objectives. Bring your experience and vision to the platforms we create and run, ensuring we deliver high quality services from day one. Act as the product owner for the technology platform underpinning exam delivery. Support, challenge and direct our technology teams and third-party vendors to ensure we have the highest standards of user experience. Working with the relevant operational teams and third-party vendors, implement operational processes and procedures that support the robust delivery of examinations at scale. Ensure we adhere to all necessary client, industry and best practice regulations and international standards. Monitor exam performance and through the commissioning and generation of data, work on improving the quality of delivery, reporting to the governance committee. Direct the delivery of examinations, including recruitment and supervision of personnel, scheduling, and maintaining security of exam materials. You will also manage internal projects related to licensure and examination processes.

Govern

Oversee implementation of standards including changes to regulations, standard operating procedures, work instructions, or guidance documents. Support the development and implementation of all policies, ensuring those policies are documented and accessible to staff.

Support Program Compliance

Ensures program is in compliance with Canadian regulations and accreditation requirements. Participate in audits and accreditation related activities as needed Oversee the preparation and submission of certification documents required by accreditors to maintain accreditation. Collaborate with quality management and directly oversee complaints, investigations, appeals, legal actions, and other high-stakes issues for optimal outcomes. Perform tasks required for satisfying non-compliances as assigned by product quality management.

Lead your Team

Oversee and manage by providing staff leadership, coaching, and mentoring, and develops direct reports to drive necessary culture, business performance, and strategic goals. Coordinate and coach team(s) to achieve operational metrics within their areas of responsibility and succeed in their roles. Ensures personal as well as professional growth through oversight and guidance of staff development training programs. Respond to staff feedback and concerns with a sense of urgency, collaboration, and accountability. Listening, planning, and providing solutions to support gaps. Partner with HR and hiring supervisors to hire, supervise, evaluate, and terminate certification staff. Complete regular performance reviews and manages any other people issues in conjunction with HR. Ensure customer service-oriented certification approach is prioritized, fostered, and maintained by all program staff.

Act Commercially

Meet financial objectives by estimating requirements, submitting an annual budget, and scheduling expenditures. Facilitate and guides teams in the creation of goals that align with the organization's strategic plan. Evaluates target performance initiatives by analyzing and interpreting data and metrics; leverage findings to improve program deliverables. Maintain professional and job-specific knowledge by attending workshops, reviewing publications, establishing personal networks, and participating in professional associations, representing firm at public events as assigned. Provide reports on information, trends, initiatives, etc., relevant to programs and strategic plans. Contribute to marketing collateral as assigned. Ensure representation on working groups and task forces within the industry.

What You Need to Have:

Proven experience leading an exam delivery implementation project that contains technology and operations components. The ability to work with multiple stakeholders and lead multi-disciplinary, high-performing teams. Analytical problem-solving ability. Ability to manage multiple priorities and perform within deadlines. Excellent communication, writing and interpersonal skills. Able to work with minimal supervision while understanding the necessity for communicating and coordinating work efforts with others. Must be able to develop a work plan and perform in a team environment. Canadian citizen or legally approved to be employed in this position in Canada.

What Would Make You Stand Out:

Experience of regulatory or financial services examinations. Experience of using modern technology tools (such as Data Analysis, AI) to achieve business objectives. Familiarity with Exam Delivery software and technologies.

Moderate travel may be required.
