Funding Unit is part of Ontario Health Sector Support, Performance & Accountability (SSPA) Portfolio. SSPA has a mandate of enabling the Ontario healthcare system to provide high-quality, equitable care, and Funding Unit contributes to this mandate by development and implementation of funding policy and innovative funding models, aimed at leveraging funding to align with overall program goals and to drive value and performance in the system. Funding Unit is represented by a close collaboration of three interdependent teams, Modelling and Development, Funding Operations and Case Costing. Each of these teams is led by a Manager.

Reporting to the Director of Funding Unit, the Manager of Case Costing will work in a dynamic environment and provide strategic leadership to the highly skilled team responsible primarily for the implementation, sustainment and oversight of the Ontario Case Costing (OCC) initiative. The Manager will work closely with the Funding Unit’s, Modelling and Development and Funding Operations teams, various clinical teams and business units across OH, Ministry of Health, partner hospitals and other external stakeholders and providers to ensure alignment with various OCC and provincial standards and Ministry policies. The Manager will be a strong leader with a proven track record of collaboration, the ability to utilize knowledge of provincial health system funding and case costing; the capability to manage and execute complex project deliverables on time; and have demonstrated knowledge of funding methodologies, programs and policies, as well as success with leading strong teams of experts in this area. 

Here is what you will be doing:

Working in a fast-paced environment with multiple and changing priorities, Manager of Case Costing will be supporting the planning, coordination of, and delivery of multiple complex OCC projects based on high quality standards and within specified timelines. This will be accomplished by:

Providing leadership, subject matter expertise and support to the Funding Unit team comprised of Leads, Project Manager, Senior Costing Specialists and Analysts responsible for operationalizing and supporting the OCC initiative.

Partnering and information sharing across OH, including Regions, SSPA and with Clinical Programs

Coaching staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities

Building relationships across the organization and with external partners, such as Ministry, CIHI, hospitals, and others health service provider organizations, to drive excellence in development of funding models and ensure their successful implementation

Participate in various committees to support OCC work

Provide ongoing support and effective oversight of the OCC initiative, including:

Effective maintenance of existing case costing facilities

Implementation of new facilities to utilize case costing

Monitoring and working with stakeholders to continuously improve data quality and enhance current data standards

Data support (e.g. milestone reviews, data use, quality/activity reporting)

Data quality (e.g. adherence to standards and Ministry recommendations, data quality reviews)

Leverage best practices in case costing

Develop and oversee communities of practice, education and mentorship

Assist in the review of vendor contract as required

Partner with other areas of OH to provide technical support (e.g. hardware/software, database administration, data submission follow-ups)

Provide support to Clinical Programs for Annual Business Plan (as required)

Provide OCC Reports for Regions and stakeholders (as required)

Serves as subject matter expert to OH business units, clinical teams, and external partners regarding case costing by:

Developing a Centre of Excellence for Ontario Case Costing Initiative

Provide support and consultation for queries/requests related to costing (ie case costing, micro-costing, costing infrastructure)

Maintain costing databases to ensure adherence to Provincial Standards or Accepted Methodologies (ie ICES)

Enhancing and maintaining knowledge of the healthcare funding programs, policies and models in Ontario (QBPs, GEM, Priority Programs etc.)

Will manage a high performing team of assigned staff by:

Leading allocation of staff resources, delegating, scheduling and prioritizing of staff workloads, as required

Leading recruitment, retention, management and development activities for the team, with a focus on acquiring, developing and retaining talent, and in accordance with the principles embedded in Ontario Health’s Equity, Inclusion, Diversity and Anti-Racism Framework

As a member of the SSPA Leadership Team, Manager will also:

Assist with strategic goal setting, in alignment with priorities for OH and SSPA

Support Funding Unit Director in leading knowledge building to enhance capacity and expertise at OH in costing of healthcare services and assisting in the development of funding model policy and methodologies as required

Support Director in leading funding policy development and ensuring alignment with OH priorities, as well as Ministry priorities, policies, and methodologies

Support Director in building the team to become central point of contact around case costing topics

Liaise with OH Analytics, Security and Privacy Teams to consult and support appropriate security and privacy standards are adhered to for access and use of the data

Perform cross-functional and/or other duties consistent with the job classification, as assigned or requested

Here is what you will need to be successful:

Education and Experience

A Master's degree in Business Administration, Health Economics, Health Administration or equivalent is required or equivalent healthcare related experience.

Minimum of 7 - 10+ years of experience, including three or more recent years focused on a role with similar levels of responsibility

Knowledge and Skills

Prior knowledge Ontario’s Health System with direct experience in case costing and/or funding areas resulting in an in-depth understanding of interdependencies in main areas of funding

Knowledge of existing Ontario healthcare datasets and standards

Demonstrates exceptional tactical and critical strategic thinking including understanding of how the overall OH and portfolio strategy and direction impacts various funding initiatives

Detail-oriented with superior organizational skills and demonstrated ability to manage multiple complex projects with competing priorities

Flexibility and ability to work in a fast-paced environment is crucial

Excellent critical, analytical, thinking, problem-solving and decision-making skills

Excellent oral skills including demonstrated executive level competency to create and deliver effective presentations and manage dialogue/debate at conferences, meeting and workshops on behalf of OH and SSPA

Excellent writing skills including the ability to prepare proposals, publications, briefings, technical reports and presentations

Excellent interpersonal skills to effectively engage and solicit support from a broad and diverse set of stakeholders in the delivery of the Funding Unit’s activities

Proven ability to develop relationships with key stakeholders to establish trust, credibility, and respect

Collaborative management style with the ability to work in a multi-disciplinary team environment

Proactive approach to building management skills and competencies in team engagement, facilitation and empowerment
