The Treasury Board Secretariat (TBS) supports the implementation of the government’s fiscal plan, ensures sound stewardship and investment of public funds, and leads the government’s efforts on accountability, openness and modernization.

Reporting to Ontario’s Comptroller General within TBS, the position of Provincial Controller and Assistant Deputy Minister provides strategic leadership on controllership, accounting policy, and related strategic advice across the Ontario Public Service to support ministries, agencies and broader public sector organizations. This leadership role will:

support the government’s stewardship role in ensuring prudent management of taxpayers’ dollars and the safeguarding of the province’s assets; provide oversight and direction on the development, implementation and oversight of controllership frameworks and policies​; drive enterprise reporting​ related to accounting, financial reporting, systems and controls​, including delivering on the Province’s Public Accounts; provide strategic advice and leadership to ministries, senior executives, and Treasury Board / Management Board of Cabinet, on accounting and financial controllership matters; champion the quality and integrity of enterprise-wide financial management and control systems; lead capacity-building efforts across the OPS finance, risk management, and internal controls community through the Comptroller General Academy; manage key relationships with stakeholders, industry partners, and the Office of the Auditor General of Ontario.

What you bring to the team?

A Professional Accounting Designation (CPA, CA) is mandatory Executive Leadership with proven abilities to: communicate the vision and model the values of the organization;be an inclusive and inspiring leader to build teams, engage and foster inclusion;be transformational, develop strategic direction, champion best models and practices;Demonstrate accountable leadership and excellence in the delivery of services and results;Influence and collaborate horizontally and cross-functionally; and,Lead large, multi-functional teams of senior managers and professional staff. Finance and Controllership : with proven abilities including: knowledge of accounting and auditing principles and standards, modern controllership principles and cost-benefit analyses;knowledge of fiscal planning processes and have provided advice on financing, alternative service delivery, governance and accountability models. Strategic Communications, Political Acuity and Relationship Management : with proven ability to: work collaboratively horizontally and vertically across organizations;.communicate effectively at all levels, with skills to effectively provide strategic advice and influence controllership direction with senior officials;have analytical, political acuity and negotiation skills to interpret and convert broad policy goals into action plans.

Soutenir la fonction d’intendance du gouvernement en assurant une gestion prudente de l’argent des contribuables et en protégeant les actifs de la province; Superviser et orienter l’élaboration, la mise en œuvre et la supervision des cadres et des politiques de contrôle; Piloter les rapports d’entreprise relatifs à la comptabilité, à l’information financière, aux systèmes et aux contrôles, y compris l’établissement des comptes publics de la province; Fournir des conseils stratégiques et des orientations aux ministères, aux administratrices et administrateurs généraux, au Conseil du Trésor/Conseil de gestion du gouvernement, sur les questions de comptabilité et de contrôle financier; Défendre la qualité et l’intégrité des systèmes de gestion et de contrôle financiers à l’échelle de l’organisation; Diriger les efforts de renforcement des capacités dans l’ensemble de la communauté des finances, de la gestion des risques et des contrôles internes de la fonction publique de l’Ontario par l’intermédiaire de l’Académie du contrôleur général; Gérer les relations clés avec les parties prenantes, les partenaires industriels et le Bureau du vérificateur général de l’Ontario.
