Summary of Duties:

The Chief Administrative Officer (CAO) is the Lí?wat Nation Executive responsible for providing the overall leadership, direction and management of the Lí?wat Nation Administration and Operating affairs, including formal planning, policy management, financial management, program and department management, economic development, capital project management, human resource management, employee health and safety, and community development and relations.

Key Deliverables and Expectations:

  • Performs all duties and responsibilities in accordance with Lí?wat Nation formal Laws, Plans, Policies, Standards and Procedures, and as directed by the Chiefs and Council.
  • Maintains confidentiality on all matters related to the affairs of the Lí?wat Nation.
  • Manages the overall operating, project and administration affairs of the Lí?wat Nation in accordance with the approved Vision, Mission and Value Statements of the Lí?wat Nation.
  • Manages the affairs of the Lí?wat Nation, in accordance with related Federal and Provincial Laws / Statutes and Regulations.
Leadership
  • Provides leadership and support to the Chiefs and Council in the development and review of the Lí?wat Nation Vision, Mission and Value Statements.
  • Provides leadership to the Lí?wat Nation, including the Chiefs and Council and Program / Department Senior Management, in the planning, development and management of the Administration, Program / Department, Project, Financial and Operating affairs of the Lí?wat Nation.
  • Oversees the development, approval and management of Five (5) Year and Annual Community, Department, Program, Service and Capital Project Plans, and ensures that all Plans are managed as approved.
Chiefs and Council
  • Provides support to the Chiefs and Council in enhancing and sustaining a Community quality of life through wellness and culture and in utilizing and preserving Lí?wat Nation resources and customs.
  • Attends and participates in meetings of the Chiefs and Council and Community meetings.
  • Ensures that the Chiefs and Council directives and resolutions are communicated and implemented.
  • Keeps the Chiefs and Council informed of sensitive and important internal and external matters and information that may have an effect on the Lí?wat Nation, including the Community, Administration, Operations and Economic Development Initiatives.
Human Resources Management
  • Oversees the development, review and administration of Lí?wat Nation Administration and Operations Employee (Human Resource) Policy and Procedures, recommends for approval; and ensures that all employees are administered in accordance with approved Employee (Human Resource) Policy and perform their duties and responsibilities in compliance with approved Policy and Procedures.
  • Supervises, coaches and valuates the performance of employees with a direct reporting relationship to the COO, including the development and administration of individual employee training and development plans.
  • Provides regular and special reports to, and works with, the Lí?wat Nation Governance Committee in the management and administration of the human resource management affairs of the Lí?wat Nation Administration and Operations.
Financial Management
  • Provides leadership, direction and support in the overall planning, development, review, management and reporting of the Lí?wat Nation Administration and Operating financial management affairs.
  • Oversees the management and administration of all formal and approved Lí?wat Nation Administration and Operating Financial Plans and Budgets.
  • Monitors the financial affairs of the Lí?wat Nation Administration and Operations and provides regular and special financial reports to the Chiefs and Council.
  • Provides support to the Director of Finance in the communication and reporting to the Finance and Audit Committee.
Community Development and Relations
  • Ensures information is provided for the Lí?wat Nation members to keep them informed of community development initiatives, programs, Lí?wat Nation services, policies and employment and business opportunities
  • Ensures that the Lí?wat Nation members have the opportunity to share their views, concerns and needs relative to new or continuous programs, services and initiatives of the Lí?wat Nation.
  • Leads internal and external communications by participating in community meetings and acting as a spokesperson for the Lí?wat Nation Administration and Operations when explaining major projects and initiatives.
  • Perform other related duties as requested.
Experience and Attributes:
  • Minimum of a bachelor’s degree in business, Public Administration or other related Discipline OR equivalent formal related Post-Secondary Education, Certifications and Experience
  • Minimum Ten to Twelve (10-12) years’ experience in public - local administration with at least Five (5) years’ experience in an executive - senior management position
  • Experience managing the development and administration of related formal Strategies, Plans and Policies
  • Experience in the review and development of First Nation rights, title and self-governance
  • Experience working with related Federal and Provincial Government Agencies and Organizations
  • Knowledge of Líl'wat Nation culture, values, traditions and language
  • Awareness and understanding of indigenous government in relation to inherent rights, title and responsibilities
  • Strong organizational skills, meticulous attention to detail and time management skills.
  • Ability to meet deadlines prioritizes assignments, manage multiple tasks simultaneously and maintain confidentiality.
  • Strong proficiency in Microsoft Word, Outlook, Excel, and PowerPoint.
  • Highly professional in all aspects of business, presentation and interaction with all stakeholders, clients, and Members.
